Human trafficking is a transnational social problem. Currently, about 152 countries around the world are facing this problem.
Human trafficking involves the act of transferring or receiving people to transfer or receive money, property or other material benefits, except for humanitarian purposes; transferring or receiving people for sexual exploitation, forced labor, removal of body parts or other inhumane purposes; recruiting, transporting, harboring or brokering to commit acts of trafficking, sexual exploitation, forced labor, removal of body parts or for other inhumane purposes; forcing another person to perform one of the transfer acts to receive money, property or other material benefits.
A person can be identified as a victim when there is one of the following grounds: That person is the subject of being bought, sold, transferred, or received in order to deliver or receive money, property, or other material benefits; That person is a subject recruited, transported, harbored for the purpose of transferring or receiving people for sexual exploitation, forced labor, removal of body parts or for other inhumane purposes.
In recent years, human trafficking has often been through illegal migration of people from Asian and African countries to European countries.
According to data from the United Nations Office on Crime and Drug Enforcement (UNOCD), there are currently about 244 million migrants in the world and this number continues to increase due to the impact of social issues. such as: Terrorism, civil war, conflict and violence in many countries, epidemics...
Every year around the world, about 800,000 to 1 million people are trafficked. Thus, about 3,000 people are trafficked every day. But the number of cases brought to "light" is still low compared to reality and these subjects are still at large outside the law.
Fight against illegal migration and human trafficking
Vietnam in the Mekong sub-region is one of the hot spots of human trafficking and illegal migration.
The Government of Vietnam advocates promoting legal, safe and orderly migration, and resolutely fights against illegal migration, smuggling of migrants and human trafficking.
Recently, Vietnam has continued to drastically implement the human trafficking prevention program for the period 2021 - 2025, with a vision to 2030, achieving many important results, such as enhancing the effectiveness of inter-sectoral coordination, improving statistical work, promoting investigation and handling of human trafficking crimes, and communication to prevent and raise awareness of human trafficking.
Vietnam is also making efforts to implement the goals of the Global Agreement on Lawful, Safe and Orderly Migration (GCM), according to the decision issued by the Government on March 20, 2020, to consolidate transparent migration environment, protecting the rights and interests of migrants, preventing the risk of human trafficking in international migration activities.
Since 2011, Vietnam has had a Law on Prevention of Human Trafficking and regulations to handle this dangerous and inhumane crime. Authorities also make efforts to prevent and strictly handle human trafficking cases.
"Taking victims as the center" is identified as the principle of Vietnamese authorities in investigating, rescuing and supporting victims of human trafficking.
Thanks to that, many illegal human trafficking rings are continuously destroyed thanks to the close coordination of Vietnamese authorities with foreign agencies in rescuing, protecting and supporting victims.
In the first quarter of 2023, the Criminal Police force has closely coordinated with relevant units to proactively grasp the situation of human trafficking crimes, deploy professional plans, establish a fight and destroy them. Many criminal rings of human trafficking and trafficking of people under 16 years old domestically and abroad.
Nationwide, 56 cases/150 subjects of human trafficking were detected and investigated, and 118 victims of trafficking were identified. Of which, human trafficking: 31 cases/70 subjects; Trafficking in people under 16 years old: 25 cases/80 subjects; Domestic human trafficking: 28 cases/99 subjects/51 victims (occurred in provinces and cities: Bac Kan, Binh Duong, Binh Phuoc, Can Tho, Dong Nai, Hanoi, Hai Duong, Ho City Chi Minh, Ba Ria-Vung Tau, Lang Son, Ninh Binh, Tuyen Quang); Human trafficking abroad: 28 cases/51 subjects/67 victims.
In addition, the Criminal Police Department established 2 new specialized projects to fight crime rings that buy, sell, and appropriate human tissues and body parts in Tuyen Quang and related localities; Special project to fight the trafficking network of people under 16 years old. Local police have fought and destroyed many human trafficking crime rings and other crimes related to human trafficking. Typical example: PoliceLang Son province discovered and investigated 7 cases, 19 subjects, defrauding and selling 7 victims. Binh Duong Provincial Police discovered and investigated 6 cases, 29 subjects, and 7 victims. Hanoi City Police discovered and investigated 4 cases, 16 subjects, defrauding and selling 9 victims. Ha Giang Provincial Police discovered and investigated 4 cases, 5 subjects, and defrauded 4 victims. Dong Nai Provincial Police discovered and investigated 4 cases, 13 subjects, and scammed and sold 20 victims; Dak Lak Provincial Police destroyed a human trafficking ring, trafficking people under 16 years old, arrested and prosecuted 6 subjects...
To continue the fight against this crime, the Criminal Police Department has directed the local police and criminal police forces to implement professional thematic plans, proactively grasp the situation, and act effectively. variables and operating methods and tricks of human trafficking crimes and related crimes (such as organizing people to illegally enter or exit the country, organizing surrogacy for commercial purposes, brokerage illegal marriage, buying and selling human body parts), especially new methods and tricks to promptly deploy measures to prevent, investigate and handle crimes; Continue to effectively deploy solutions to prevent and combat domestic human trafficking crimes.
The Criminal Police Department advises the Ministry's leaders to nominate members and prepare content to participate in 3 delegations to survey the compliance with legal regulations on human trafficking prevention and combat in the 2012-2022 period of the Judicial Committee.
