This announcement was made by Minister Pham Thi Thanh Tra during a monthly review conference held this morning at the Ministry to implement August’s tasks.

According to the Minister, after one month of implementing the new two-tier local government model, operations have proceeded fairly well, despite facing several emerging challenges and complications. She noted that the Ministry had completed many major and important tasks in July.

Minister Tra outlined key responsibilities for August, especially tasks related to the continued implementation of the two-level local government system.

As part of this effort, the Ministry will deploy 34 exemplary officials to provinces and cities for three months. These selected individuals will not only support areas within their expertise but also help implement broader local governance efforts under the new model. To ensure success, the Ministry will conduct training sessions and provide instructional materials and programs for these officials.

The Minister emphasized that this is a new and unprecedented initiative, with the Ministry of Home Affairs taking the lead as a model agency. Departments involved in the selection process are encouraged to view this as an honor and a shared responsibility under the spirit of “going to win and returning victorious.”

“We are adopting a spirit of volunteerism, enthusiasm, and accountability. The officials sent to localities will be highly recognized and appreciated,” the Minister affirmed. She also directed affiliated departments to carefully develop selection criteria and finalize the proposed list of officials. In addition, training sessions for commune-level local governments will be conducted this week.

Vu Xuan Han, Chief of the Ministry Office, stated that the Ministry will propose a review and revision of allowance policies for civil servants and public employees following organizational restructuring. This review will serve as a basis for drafting and submitting decrees and circulars to the government and the Minister, ensuring consistent and appropriate implementation across all localities.
