On the evening of September 26, Prime Minister Pham Minh Chinh and other delegates officially launched the groundbreaking ceremony for the Tan Trao Industrial Park infrastructure project (valued at over USD 164 million) and the Hai Phong LNG thermal power plant, with a total investment of approximately USD 6.74 billion.

The event was jointly organized by the Hai Phong People's Committee and Vingroup to mark the beginning of Phase 1 of the Tan Trao Industrial Park (IP) infrastructure development project and the Hai Phong LNG power plant project.
Attending the groundbreaking ceremony were Prime Minister Pham Minh Chinh, his delegation, Hai Phong city leaders, and representatives from various city departments.
The Tan Trao Industrial Park infrastructure development project, led by Vinhomes Hai Phong Industrial Park Investment JSC, spans nearly 227 hectares across Kien Hung and Nghi Duong communes (formerly Kien Thuy district), with Phase 1 capital exceeding USD 164 million.
Construction is expected to take five years, from Q2 2025 to Q2 2030. Once completed, the IP will become a major hub for advanced industries and technologies, equipped with modern infrastructure to attract a wide range of sectors including power, electronics, telecommunications, pharmaceuticals, clean and renewable energy. It is also projected to attract tens of thousands of highly skilled workers nationwide.
Thanks to its strategic scale, location, and integrated development vision, Tan Trao Industrial Park is poised to become a new growth engine, enhancing Hai Phong’s appeal to investors and serving as a model industrial center in Vietnam.
The Hai Phong LNG thermal power plant, located within Tan Trao IP, is invested in by a joint venture between Vingroup and VinEnergo Energy JSC. Covering nearly 100 hectares, the project has a total investment of approximately USD 6.74 billion and is scheduled for construction over five years, aiming to begin operations by 2030.
Once operational, the LNG plant will supply around 9.6 billion kWh annually in Phase 1, and 19.2 billion kWh annually in Phase 2. This output will not only serve the energy demands of Tan Trao IP but also contribute significantly to the national power grid. Additionally, it will help stabilize the grid and reduce dependence on traditional energy sources.
The plant is designed with a capacity of 4,800MW (1,600MW in Phase 1 and 3,200MW in Phase 2), making it the largest LNG thermal power facility in Vietnam. It aligns with the government’s Power Plan III and ranks among the world’s leading LNG-based power producers.
LNG-generated electricity has significant environmental advantages, producing negligible SO2 emissions, minimal dust, and lower NOx levels compared to power generation from fossil fuels such as coal and oil.
Speaking at the ceremony, Le Ngoc Chau, Chairman of Hai Phong People's Committee, emphasized the importance of these two key projects located in the newly established Southern Coastal Economic Zone. He highlighted their significance in celebrating the first Party Congress of Hai Phong for the 2025-2030 term.
Within just nine months of establishing the Southern Coastal Economic Zone, the groundbreaking of two major projects with massive investments underscores the region’s effectiveness in attracting investment and implementing strategic economic policies.
These efforts also reflect the determined, coordinated, and efficient leadership across all political levels, turning the region’s four-pronged economic development strategy into reality.
In his remarks, Prime Minister Pham Minh Chinh commended Hai Phong as a pioneer in innovation, consistently achieving double-digit growth over the past decade and leading in multiple sectors.
He described the launch of these two pivotal projects as a testament to Hai Phong’s proactive spirit, contributing to industrial development, selective foreign investment attraction, and green energy transition. The Prime Minister also urged central ministries and agencies to continue supporting Hai Phong and its development initiatives.
