On November 17, the ministry announced that its Investigation Security Agency (ISA) had concluded its investigation and transferred the case file to the Supreme People's Procuracy, recommending prosecution and trial in absentia for Dao Minh Quan and his associates.

The charges include “terrorism against the people’s government” and “activities aimed at overthrowing the people’s government,” which took place in Ho Chi Minh City and other localities.

According to the ministry, the accused individuals were core leaders of the terrorist organization known as the “Provisional National Government of Vietnam.”

In connection with this case, the ISA has also proposed prosecuting 19 suspects within Vietnam for engaging in activities to overthrow the people’s government.

The ISA has made public all procedural documents related to the indictment, investigation, arrest warrants, investigative conclusions, and requests for prosecution and trial in absentia for Dao Minh Quan, Pham Lisa, Dao Kim Quang, Huynh Thi Tham, and Lam Ai Hue.

These actions comply with the provisions of the revised 2015 Criminal Procedure Code (updated in 2025) and Joint Circular No. 05/2025/TTLT-BCA-BQP-VKSNDTC-TANDTC dated July 1, 2025, issued by the Ministry of Public Security, Ministry of National Defense, Supreme People’s Procuracy, and Supreme People’s Court.

The ISA has urged these defendants to surrender promptly in order to receive leniency under the law and to exercise their legal rights to defense. If they refuse to turn themselves in or fail to appear, they will be considered to have forfeited their right to self-defense and will be tried in absentia.

The Ministry of Public Security reiterated that the “Provisional National Government of Vietnam” is classified as a terrorist organization.

Any actions involving participation, promotion, recruitment, incitement, financing, training, or acting on instructions from members of this organization  -  including supporting “referendums”  -  will be investigated and dealt with under Vietnamese law.

The ministry also urged the public to remain vigilant against plots and activities orchestrated by hostile forces.

Citizens are warned not to engage in acts that disrupt national security and social order, or to join any groups linked to reactionary or terrorist organizations.

Additionally, the public is advised against sharing unverified, harmful, or false information on social media that contradicts the official stances and policies of the Party and State.

Authorities emphasized that any acts of propaganda, incitement, or subversion connected to the “Provisional National Government of Vietnam” should be reported immediately to the nearest police office for timely intervention.
