
The five provinces with the highest GRDP growth in 2025 were Quang Ninh, Hai Phong, Ninh Binh, Phu Tho, and Bac Ninh, all recording growth between 10.27% and 11.89%.
Their economic acceleration was largely driven by operational industrial zones, large-scale FDI projects, and expanding service sectors.
In Quang Ninh, the coastal economic zone of Quang Yen and major FDI hubs in Dong Mai and Hai Ha industrial zones played key roles. The province also saw major advances from the Thanh Cong Viet Hung auto complex.
Hai Phong benefited from the Dinh Vu–Cat Hai economic zone, the VinFast automobile manufacturing complex, and continued investment from LG Group.
Other high-performing provinces like Ninh Binh saw strong industrial support clusters emerge in zones like Khanh Phu and Gian Khau.
In terms of absolute contribution to national GDP growth, Hanoi, Ho Chi Minh City, Hai Phong, Dong Nai, and Bac Ninh led the way-together accounting for 55.4% of the country's total GDP increase in 2025.
Hanoi posted 8.16% GRDP growth, contributing 12.94% to overall national growth. Ho Chi Minh City grew at 7.53%, contributing 23.11%.
Among the 34 centrally governed provinces and cities surveyed, most achieved GRDP growth above 7%, with only five falling below that threshold. Growth rates ranged from 5.84% to 11.89%.
The General Statistics Office emphasized that no locality experienced economic stagnation, though growth disparities remained.
Looking ahead, the agency noted that regional growth will continue to face a mix of opportunities and challenges. To sustain momentum, provinces must accelerate public investment disbursement, support businesses, boost domestic consumption, and tap into latent growth potential.
