Vietnam’s Communist Party Chief and President To Lam arrived in New York on September 20 for the high-level debate of the 81st United Nations General Assembly and a series of bilateral engagements in the United States.
The aircraft carrying To Lam and a high-ranking Vietnamese delegation landed at John F. Kennedy International Airport on Sunday evening local time, or Monday morning in Vietnam, marking the start of his activities in New York.
According to the Vietnam News Agency, the delegation was welcomed at the airport by Vietnam’s Ambassador to the United States Nguyen Quoc Dung; Ambassador Do Hung Viet, Vietnam’s Permanent Representative to the United Nations; and officials and staff from the Vietnamese embassy and UN mission.

The 81st session of the UN General Assembly opened on September 8, with its annual General Debate scheduled for September 22-26 and September 28. Leaders and senior representatives of the UN’s 193 member states are gathering in New York for the high-level meetings.
The session comes as the multilateral system faces mounting pressure from conflicts, geopolitical divisions, climate challenges and rapid technological change. Its theme, “Restoring trust, managing transformation: A United Nations that delivers for all,” reflects a broader focus on rebuilding confidence in multilateral cooperation and adapting global governance to emerging challenges.
To Lam is scheduled to attend and deliver a speech at the high-level General Debate.
The Vietnamese leader is expected to share lessons from Vietnam’s 40 years of Doi Moi, or economic and political renewal, while putting forward initiatives addressing common global challenges including climate change, sustainable development and governance of key technologies of the future.
Beyond the General Debate, world leaders will take part in a series of high-level events covering issues including the right to development, climate action and a just transition, sea-level rise, pandemic prevention, preparedness and response, and nuclear disarmament.

To Lam’s bilateral activities in the United States will also focus on Vietnam-US relations.
According to the Vietnam News Agency, the visit is expected to contribute to implementing understandings reached between senior leaders of the two countries and to further advance their Comprehensive Strategic Partnership.
The trip also provides an opportunity for high-level contacts and discussions on strategic and long-term issues in bilateral relations, while strengthening mutual understanding between the two countries.
