National Assembly Chairman Tran Thanh Man has called for more rigorous evaluation of nationally important investment projects, urging lawmakers to minimize the need for investment adjustments or requests for additional funding during implementation.
Speaking at the opening of the first extraordinary session of the National Assembly's new term on August 3, Tran Thanh Man said the session was taking place after the country completed a one-year review of the restructuring of administrative units and the operation of the two-tier local government system.
Vietnam is also striving to achieve double-digit economic growth in 2026 and in the years ahead.
With a primary focus on legislation and decisions on issues of national importance, the session reflects the political commitment and proactive approach of the National Assembly, the government and relevant agencies in promptly translating Party policies into law and implementation.
The effort is intended to meet the expectations of citizens and businesses while ensuring the country does not miss development opportunities.

At the same time, the National Assembly, the government, ministries and local authorities are accelerating the implementation of Politburo Conclusion No. 17 and the legislative orientation for the 16th National Assembly, while ensuring legislative quality and progress.
Tran Thanh Man said lawmakers will consider and pass 15 laws and four legally binding resolutions during the session. Parliament will also debate seven draft laws for the first time before they are finalized for approval at the second session.
In addition, lawmakers will review seven matters within the National Assembly's authority aimed at supporting the development of strategic transport infrastructure and the national urban system.
The extraordinary session is scheduled to run for about 17 days, from August 3 to August 24, including weekend sittings. A break between the two phases of the session has been arranged to allow agencies to revise and finalize draft laws and resolutions before their final approval.
To complete the legislative agenda, the chairman urged deputies to carefully study all documents, attend meetings in full and actively participate in discussions, particularly on issues where differing opinions remain and on matters directly affecting citizens and businesses.
He also called on parliamentary agencies and lawmakers to continue fundamentally reforming legislative thinking so that new laws and policies closely reflect practical needs, promote development and place people and businesses at the center, with implementation effectiveness serving as the benchmark for legislative quality.

Tran Thanh Man highlighted the need to strengthen the legal framework for addressing urgent practical challenges, improving the investment climate, cutting administrative procedures and compliance costs, promoting science, technology, innovation and digital transformation, unlocking new growth drivers and improving legislation to support the effective operation of the three-tier government model while advancing decentralization alongside adequate resources.
He also stressed the importance of maximizing the responsibility of every agency and its leadership throughout the lawmaking process, particularly drafting and reviewing bodies.
Each draft law and resolution, he said, should be prepared thoroughly from the outset, supported by comprehensive impact assessments and broad consultation with experts, scientists, the business community and affected stakeholders.
The head of each drafting agency should personally oversee major and complex issues, resolve differing opinions and take responsibility for the quality of draft legislation.
In particular, for nationally important projects, Tran Thanh Man said lawmakers should carefully examine feasibility, total investment, investment efficiency, capital structure, financing and capital recovery plans, resettlement and compensation schemes, environmental impact assessments and expected socio-economic benefits.

Such careful review, he said, would help minimize the need to revise investment policies or seek additional funding once projects are underway.
Tran Thanh Man noted that under the leadership of the Communist Party and through close coordination among the National Assembly, the government and local authorities, Vietnam has made significant progress in improving its legal and institutional framework, particularly through new legislative approaches and the application of digital technologies and artificial intelligence.
"With the determination to ensure that institutions are no longer a bottleneck to Vietnam's rapid and sustainable development, the 16th National Assembly must become a legislature that builds institutions for development," Tran Thanh Man said.
He called on lawmakers to fully study and implement resolutions and conclusions issued by the Party Central Committee, the Politburo and the Secretariat, while engaging in substantive discussions during both committee and plenary sessions.
Deputies should also proactively identify legal provisions that no longer meet practical needs and put forward concrete, feasible and persuasive proposals to amend specific articles, clauses and wording in each draft law and resolution.
