The Prime Minister made the remarks at a meeting between the Standing Committee of the Party Committee of the National Assembly and the Standing Committee of the Party Committee of the Government, co-chaired by National Assembly Chairman Tran Thanh Man and Prime Minister Pham Minh Chinh.

The meeting discussed preparations for the first session of the 16th National Assembly.

According to the plan, the session will open on the morning of April 6 and is expected to close on April 25, divided into two phases. The National Assembly will review issues related to organizational structure and personnel, legislative work, as well as several matters concerning supervision, socio-economic development and the state budget.

National Assembly Chairman Tran Thanh Man said the upcoming session carries particular significance as it will be the first meeting of the new term.

At the session, the National Assembly will review overall matters concerning the state organizational structure as well as the five-year development plan for the new term.

Unlike previous terms, the government will also submit several draft laws and resolutions for approval at this session, rather than focusing mainly on personnel work.

In this context, the chairman of the National Assembly called on relevant agencies to continue making strong efforts and coordinating closely to ensure thorough preparation for the session.

The goal, he said, is to create momentum and determination from the beginning of the new term while promptly implementing the Resolution of the 14th National Party Congress and other key resolutions adopted by the Party Central Committee.

He emphasized that the National Assembly and the government must work together to remove institutional bottlenecks, address practical challenges and ensure the effective and smooth operation of the two-tier local government model.

With limited time remaining before the opening of the session and a heavy workload ahead, the National Assembly chairman urged relevant agencies to focus on completing dossiers and documents on schedule.

He noted that the results of the election are scheduled to be announced on March 23. After that, competent authorities will meet to review and decide on personnel matters.

Therefore, once personnel decisions are finalized, related agencies must promptly complete the necessary documentation to submit to the National Assembly.

For draft laws and resolutions expected to be submitted at the first session but whose dossiers have not yet been finalized, he urged the government to complete and submit them to the National Assembly agencies no later than March 12.

He also stressed that only proposals that have been carefully prepared and meet quality standards should be included in the agenda of the first session.

If any proposals fail to meet deadlines or quality requirements, they should be further refined and submitted to the National Assembly at the second session scheduled for October.

For issues that are truly urgent and necessary for government direction and administration, the chairman said relevant agencies must act swiftly to meet practical requirements.

Sharing the government’s difficulties as both domestic and international situations present multiple challenges - particularly impacts on the energy market and fuel prices - the National Assembly chairman said the prime minister has been urgently engaging with leaders of several countries to discuss ways to share energy supplies and ensure stability for Vietnam.

He also noted that recent media reports indicate some citizens have begun purchasing fuel for storage due to concerns about supply.

Stockpiling fuel without proper management could pose safety risks, including potential fires and explosions in residential areas.

Relevant authorities, especially the police, have therefore been urged to strengthen inspections and safety measures to prevent fire hazards.

Speaking at the meeting, Prime Minister Pham Minh Chinh said the National Assembly and the government have maintained close coordination in recent times, particularly in preparing the agenda for the first session of the 16th National Assembly.

In managing socio-economic development, the National Assembly and the government have consistently supported and advised each other, with the government incorporating as many reasonable and well-grounded suggestions as possible.

The Standing Government has also held continuous meetings to address obstacles in governance.

At the first session, the government is expected to submit 32 dossiers for draft laws and resolutions to the National Assembly.

Discussing current developments, the prime minister proposed updating new circumstances in the 2026 socio-economic report, as the global situation is evolving rapidly, particularly following tensions in the Middle East that are affecting energy supply chains, transportation costs and macroeconomic management.

The government, he said, has been meeting and issuing directives continuously to respond to these developments.

He added that Vietnam has mobilized about 4 million barrels of oil from partners to ensure short-term supply and help stabilize market sentiment and people’s livelihoods.

As global developments remain fast-moving, complex and unpredictable, the prime minister said coordination between the government and the National Assembly must become even closer.

He emphasized the spirit of “Party leadership, government administration, National Assembly accompaniment, people’s support and international friends’ assistance.”
