Deputy Prime Minister Nguyen Chi Dung has instructed the Ministry of Science and Technology to develop a detailed implementation program for 11 strategic technology groups based on the "six clarities" principle: clear responsibilities, clear tasks, clear accountability, clear timelines, clear authority, and clear outcomes.

The Government Office has just released an official announcement conveying Deputy Prime Minister Nguyen Chi Dung’s conclusions from the meeting held on September 30, regarding the implementation status of the 11 strategic technology groups.

According to the announcement, after hearing the Ministry of Science and Technology’s report and the feedback from other ministries and agencies, the Deputy Prime Minister noted that three months after the implementation of Decision 1131 dated June 12, 2025, which approved the list of strategic technologies and products, initial progress has been made in developing institutional frameworks, policies, and legal regulations.

However, the rollout of these 11 strategic technology groups remains sluggish, largely because this is a new and complex undertaking. Many ministries and agencies still lack the necessary experience and are facing difficulties in execution.

Moving forward, relevant agencies must urgently review their processes, draw lessons from initial efforts, and actively coordinate to propose effective solutions. These actions are essential to advancing the strategic orientations set forth by the Party and State regarding the research, development, and application of strategic technologies.

To accelerate progress and ensure efficient implementation, Deputy Prime Minister Nguyen Chi Dung has directed the Ministry of Science and Technology to undertake several immediate tasks.

The ministry is to swiftly report to the Prime Minister on including unmanned aerial vehicles (UAVs) in the priority list of strategic technology products to be deployed within 2025. This move aligns with the guidance provided by Party General Secretary To Lam in Announcement 357 dated September 24, 2025, issued by the Party Central Office on UAV development for national advancement.

Expert councils and working groups will be established to consult on regulations, policies, strategies, infrastructure development, high-quality human resources, and specific projects for each of the 11 technology groups. These groups will include research institutes, universities, tech enterprises, domestic and international scientists, and experts. Particular attention will be paid to leveraging existing innovation networks operated by the National Innovation Center (under the Ministry of Finance) to attract scientific talent.

The Ministry of Science and Technology has also been tasked with developing a comprehensive rollout program for the 11 strategic technology groups following the "six clarities" principle. A central focus is to form strong research teams and build the capacity to master core and foundational technologies through actionable, feasible timelines.

Programs for the prioritized strategic technology products to be launched in 2025 must be submitted to the Prime Minister before October 30, 2025. For the remaining technology groups, the deadline for submission is December 31, 2025.

In addition, the ministry must coordinate with other agencies to propose controlled policy experimentation mechanisms, or "sandboxes", to facilitate the rollout of the 11 strategic technology groups. These proposals will be submitted to competent authorities for approval. Expanding international cooperation and diversifying collaborative models are also encouraged to incorporate global best practices.

The Deputy Prime Minister has called on ministries, sectors, and local authorities to proactively assess the impact, identify application needs, and place orders for technologies and products within the 11 strategic technology groups. This includes those slated for immediate deployment in 2025. All information should be submitted to the Ministry of Science and Technology for aggregation and action planning in accordance with regulations.
