Starting August 1, 2025, Vietnamese citizens will use their personal identification number or citizen ID card number instead of the traditional 10-digit social insurance number in all transactions related to social insurance, health insurance, and unemployment insurance.

The change, announced by Vietnam Social Security (VSS) in Official Dispatch 1804 sent to provincial and municipal branches, is part of a broader effort to simplify administrative procedures, unify databases, and improve public service delivery.

Previously, each social insurance participant was assigned a unique 10-digit number used to track contributions and benefits. This number was printed on the social insurance book, health insurance card, and used to access personal information.

Under the new policy, the personal ID number printed on the citizen ID card will serve as the official identifier in the VSS system. This transition is expected to improve data accuracy and prevent duplication.

VSS emphasized that the use of citizen ID numbers will facilitate seamless data integration with other government departments, enhance administrative reform, and make it easier for citizens to access services online without memorizing an additional number. It will also reduce paperwork, saving time and money for both individuals and businesses.

The reform represents a key step in the agency’s digital transformation roadmap, aiming to modernize the national social insurance system and enhance public service quality.
