This diplomatic consultation followed their in-person meeting at the G20 Summit in November 2025, and highlighted the commitment of both leaders to regional cooperation amid evolving geopolitical dynamics.

Prime Minister Pham Minh Chinh expressed his pleasure in reconnecting with Prime Minister Lawrence Wong, noting the importance of their frequent exchanges in addressing challenges and seizing opportunities. He praised the positive momentum in Vietnam–Singapore relations since the elevation to a comprehensive strategic partnership, and affirmed both sides’ intent to implement the 2025–2030 Action Plan efficiently and decisively.

The two leaders discussed plans to establish new cooperation mechanisms, including a Strategic Dialogue between the two ruling parties.

Strategic economic cooperation gains momentum

Both Prime Ministers expressed satisfaction with the continued success of Vietnam–Singapore Industrial Parks (VSIP) and committed to upgrading them into second-generation models - greener, smarter, and more inclusive. They aim to expand to 30 VSIPs by 2030, and explore replicating the model in other regional nations.

Prime Minister Pham Minh Chinh welcomed joint efforts to assess wind power exports from Vietnam to Singapore, and proposed further collaboration on small modular nuclear reactors, carbon credit development, and food security initiatives.

He also encouraged Singapore to participate in Vietnam’s financial center projects in Ho Chi Minh City and Da Nang, and continue supporting the development of Vietnam’s high-quality human resources, making Vietnam–Singapore a model of solidarity, cooperation, and regional dialogue.

Prime Minister Lawrence Wong agreed with these proposals, emphasizing Singapore’s desire to work closely with Vietnam in realizing the full potential of their upgraded partnership. He noted that in a complex regional context, Singapore views the bilateral relationship as a "lighthouse" within ASEAN - symbolizing win-win cooperation and mutual benefit.

Shared concerns over regional tensions

The two leaders voiced deep concern over escalating tensions between Cambodia and Thailand, and jointly called on both nations to exercise restraint, refrain from using force, and prioritize dialogue and peaceful solutions.

They pledged to work closely with other ASEAN members to strengthen unity, uphold ASEAN’s central role, and leverage existing ASEAN mechanisms to promote dialogue and maintain peace, stability, and cooperation in the region.

The two Prime Ministers also reaffirmed their joint commitment to regional leadership in 2027, when Vietnam will host APEC and Singapore will chair ASEAN.
