According to the directive, infringements of intellectual property rights remain complex in several sectors and localities, significantly affecting the investment and business environment, as well as the legitimate rights and interests of individuals, enterprises and related organizations.

The Prime Minister has instructed competent forces to mobilize and focus resources to immediately implement necessary measures nationwide from May 7 to May 30. The campaign is to strictly enforce legal regulations and ensure that violations are handled rigorously, with no prohibited areas and no exceptions.

The Ministry of Public Security is tasked with leading and coordinating with relevant ministries and agencies to verify, investigate and prosecute a number of serious cases involving violations of copyright, related rights, trademarks and geographical indications in accordance with the law. Particular emphasis is placed on dismantling websites and organizations operating large-scale online copyright infringement platforms, especially those providing pirated films, music, mobile games and television programs in both Vietnamese and foreign languages, notably English.

The Ministry of National Defense has been directed to instruct border guard forces, the coast guard and other relevant units to closely coordinate with the Ministry of Public Security and local authorities in carrying out assigned tasks related to preventing and handling intellectual property violations.

The head of government has also called on the Supreme People’s Procuracy and the Supreme People’s Court to strengthen oversight and adjudication of intellectual property cases. The goal is to ensure strict, deterrent enforcement in line with legal provisions, with a focus on investigating, prosecuting and trying a number of typical cases.

The Ministry of Culture, Sports and Tourism has been assigned to immediately conduct inspections on compliance with regulations regarding software copyright at enterprises, as well as copyright for films, music, television programs and electronic games in the online environment. Serious violations must be promptly handled or transferred to competent authorities, with a target of increasing the number of processed cases by at least 20 percent compared to May.

The Ministry of Industry and Trade, along with provincial and municipal People’s Committees, has been instructed to direct market management forces to intensify inspections, supervision and strict handling of intellectual property violations, particularly those involving industrial property and counterfeit goods bearing trademarks. The number of cases handled must increase by at least 20 percent compared to May.

The Ministry of Finance is responsible for directing customs forces to strengthen inspections of goods moving across borders. Customs authorities are to proactively suspend clearance procedures for goods when there is clear evidence of intellectual property infringement, ensuring that the number of suspended and processed cases rises by at least 20 percent compared to May.

The Prime Minister has also required ministries, agencies and local authorities to strictly implement daily rapid reporting on the detection, seizure and handling of serious and complex cases. These reports are to be submitted to the Ministry of Science and Technology for consolidation and weekly reporting to the Prime Minister, or upon request. A comprehensive report on implementation results is to be completed by May 30-31.

After May 30, ministries, agencies and localities are to review and evaluate the implementation, while continuing to strengthen and improve the effectiveness of measures across all relevant sectors nationwide. The objective is to ensure that the fight against intellectual property violations is carried out regularly, continuously, systematically and with clear priorities.

The Prime Minister also requires local authorities to immediately establish inter-agency task forces led by provincial or municipal chairpersons. These teams will direct and coordinate relevant forces to effectively carry out assigned duties.
