On Oct. 6, the Investigation Police Agency under the Tay Ninh Provincial Police said it had initiated criminal proceedings against Dong Xuan Hai, born in 2006 and a resident of Quang Ninh Province, on charges of fraudulently appropriating property.

Hai is currently a student at Quang Ninh University of Industry.

Police said the case emerged after the provincial cybersecurity and high-tech crime prevention unit detected a series of social media accounts showing signs of impersonating live concert ticket agents to defraud buyers.

After nearly a month of surveillance and evidence gathering, Tay Ninh police, working with local authorities in Quang Ninh, arrested Hai on Oct. 3.

Officers seized two mobile phones, two laptops, two 4G SIM cards and 10 blank SIM cards allegedly used in the online fraud operation.

During questioning, Hai told investigators that he had begun setting up fake Threads accounts in August 2025 because he needed money for personal expenses.

Using accounts including "Duc Tan," "khanhphai" and "Tram Ve Mo Mang," he advertised tickets across all seating categories for music concerts.

When prospective buyers contacted him, Hai allegedly directed them to Zalo, a popular messaging platform in Vietnam, where he provided seating charts and offered attractive promotions to gain their trust.

Once buyers agreed to a purchase and transferred the full ticket price to bank accounts used for the scheme, Hai allegedly blocked all further communication and kept the money.

Authorities have identified more than 200 victims across multiple provinces and cities. Individual losses ranged from VND1 million to VND30 million, or approximately $38 to $1,140, with the total amount allegedly stolen exceeding VND2 billion, or about $76,000.

Investigators have asked anyone who believes they were defrauded by Hai to contact the Criminal Police Division of the Tay Ninh Provincial Police at 2 Nguyen Thai Hoc Street, Tan Ninh Ward, to assist with the investigation.
