The National Assembly has emphasized reducing administrative procedures, improving the investment environment, and enhancing decentralization and efficiency. They also aim to streamline and restructure governmental agencies to operate more effectively and enforce strict discipline, particularly for leaders.
The resolution states, “Decisively and persistently combat corruption, waste, and unethical behavior—not to hinder but to foster socio-economic development. Economic and civil relations should not be criminalized. Strengthen efforts to practice thrift and combat wastefulness.”
Key indicators include a targeted GDP growth rate of 6.5-7.0%, striving for 7.0-7.5%, and a per capita GDP of approximately $4,900.
Additionally, the Assembly has set a goal of 70% of the workforce to be trained, with 29-29.5% holding qualifications or certificates, and an urban unemployment rate below 4%.
The National Assembly endorsed the tasks and solutions proposed by various agencies and urged the government to take strong actions to remove institutional barriers and address bottlenecks, focusing on reducing administrative burdens and simplifying business regulations to reduce costs for individuals and businesses.
Law-making will also undergo a transformation, balancing state management requirements with fostering innovation, productivity, and resource mobilization. Lawmakers are encouraged to abandon the mindset of “if it cannot be managed, then ban it,” and to end the culture of “seeking permission” through unnecessary procedures.
In addition, the National Assembly highlighted the priority of promoting economic growth, supporting business and production, stabilizing the macroeconomy, controlling inflation, and ensuring the overall balance of the economy.
The Assembly also called for empowering local authorities, enhancing leader accountability, intensifying anti-corruption efforts, and enforcing administrative discipline with robust supervision of power and resource allocation.
Finally, it emphasized the need to concentrate resources, especially financial ones, to develop a modern, synchronized strategic infrastructure system, prioritizing key national transport projects, expressways, high-speed rail, and large-scale urban and digital infrastructure projects.
