This update came during the 54th session of the National Assembly Standing Committee, which focused on several pressing legislative matters. Among them was the approval of a resolution outlining special mechanisms and policies for investing in the Ninh Thuan nuclear power project.

The Committee also reviewed the January 2026 public feedback report, and preliminary discussions began on the amended Capital Law. In addition, a second resolution was passed to adjust the structure, composition, and number of agencies, organizations, and units eligible to nominate candidates for the 16th National Assembly.

Preparations in full swing across the country

Chairman Tran Thanh Man reported that on February 2, the Vietnam Fatherland Front Central Committee successfully held its second round of consultation meetings. These meetings finalized the structure, composition, and number of candidates.

All 34 provinces and municipalities have begun implementing the next procedural steps, including arranging for candidates to meet with local voters at their residence areas between February 4 and 8.

He emphasized that while the agenda for the meeting was not extensive in quantity, it held crucial importance - particularly regarding national energy security, sustainable development, election preparation, and legal frameworks for Hanoi’s future development.

According to the current schedule, the first session of the newly elected 16th National Assembly is slated to open on April 6. Similarly, People’s Councils at all levels will convene their first sessions in line with the overall electoral calendar.

Avoiding unnecessary bureaucracy, ensuring public trust

Chairman Tran Thanh Man reiterated the importance of avoiding redundant administrative procedures. He stressed that all efforts must prioritize protecting the legitimate rights and interests of citizens and businesses.

He urged agencies to fully embrace the guiding spirit of the 14th National Party Congress - specifically, moving decisively from policy orientation to practical implementation and delivering measurable results, not just political resolve.

He also warned that the traditional weakness in Vietnam’s governance - execution - must be addressed.

Post-Tet legislative action planned

Looking ahead, the National Assembly Standing Committee will hold its regular March session immediately following the Lunar New Year holiday. The committee is expected to review all draft laws scheduled for the first full session of the 16th legislature.

Given the tight timeline, Chairman Tran Thanh Man directed relevant verification committees to coordinate closely with the government to ensure timely submission and high-quality legislative dossiers.

“Legislative quality must remain the top priority. We cannot rush to meet numerical targets at the expense of substance,” he stated.

From top to grassroots: clear responsibilities in election prep

Based on his field inspections of election preparations in various provinces, Chairman Tran Thanh Man stressed the need for clear task allocation at every level.

He called on provincial Party Committees, local departments, and leaders to personally oversee election organization at the grassroots - visiting communes, wards, electoral units, and polling stations to stay informed and offer guidance.

He described the upcoming vote as “a particularly important event” and said the entire political system is mobilizing to ensure success. With limited time and high expectations, the National Election Council must lead tightly coordinated preparations to ensure the vote is truly a nationwide civic celebration.
