The Government Office has released Notice No. 444/TB-VPCP, conveying the conclusions of Deputy Prime Minister Nguyen Chi Dung at a recent meeting on the implementation of infrastructure projects for the APEC 2027 Summit.

According to the notice, these projects are of critical political importance, directly serving the Party and State’s external affairs agenda. Their timely completion is vital for shaping Vietnam’s international image. At the same time, the projects present a valuable opportunity to promote Phu Quoc as an eco-tourism and luxury resort destination.
Given the urgency, the Deputy Prime Minister emphasized that relevant agencies and units are only permitted to move forward - "no backtracking" will be tolerated. The projects must be completed both to support the APEC 2027 Summit and to fulfill the long-term development strategy for the Phu Quoc Special Administrative-Economic Zone.
However, nearly three months after the Prime Minister issued the decision assigning responsibilities, and two months since the June 28 on-site inspection and working session, implementation has been delayed. Many projects have received investment approval but still lack investors. For projects that already have investors, progress remains slow, with unresolved issues related to administrative procedures and investment regulations.
Projects expected to be completed 3–6 months ahead of schedule
The Deputy Prime Minister reiterated that infrastructure projects for APEC 2027 are urgent and must be prioritized. Central ministries and especially the People’s Committee of An Giang Province must lead implementation efforts with focus and speed. The goal is to finish the projects 3 to 6 months ahead of schedule while maintaining the highest quality standards to leave a lasting impression on international delegates visiting Phu Quoc.
All relevant ministries, agencies, and localities are required to submit monthly progress reports. The Government Office will compile these updates and report directly to the Deputy Prime Minister. In addition, inspections will be scheduled every two to three months so the Deputy Prime Minister can personally monitor construction sites, address bottlenecks, and encourage contractors and workers.
An Giang authorities and other stakeholders must improve the rigor of reporting, monitoring, and supervision. They are directly accountable to the Government and the Prime Minister for the quality and timeliness of these assignments. Agencies must promptly evaluate and discipline any organizations or individuals who fail to meet requirements. The directive emphasizes a results-oriented spirit: "What is promised must be delivered" and "high determination and great effort" must be demonstrated to ensure top-quality and timely implementation.
Investor selection and groundbreaking set for September 2025
The Deputy Prime Minister requested that An Giang’s People's Committee quickly finalize planning approvals, designs, and related decisions, such as land reallocation and pricing for waste and wastewater treatment services. Groundbreaking must begin in September 2025.
For projects still lacking investors - five for wastewater and solid waste treatment, two for water supply, and one for the APEC conference center - investor selection must be completed and construction must begin by September 2025.
For projects that already have selected investors, An Giang must urgently complete all required procedures to allow construction to commence by the end of 2025.
Throughout implementation, officials must thoroughly review every process and requirement, ensuring no legal procedures are overlooked. Investment, construction, and land-use laws must be strictly followed. Consultants and contractors must be instructed to proceed swiftly, ensuring quality and compliance while avoiding corruption, waste, or misconduct.
Strict supervision of project implementation
The Deputy Prime Minister assigned the Ministry of Construction to coordinate with An Giang Province and other relevant ministries to monitor the projects, conduct site inspections, and submit monthly progress reports to the Prime Minister. The ministry will also support An Giang with project evaluation and administrative procedures.
The Ministry of Construction will work with the An Giang government and project partners, including Sun Airport Corporation and Airports Corporation of Vietnam (ACV), to finalize plans for transferring the airport’s operations to a new operator.
Each agency must ensure that operations, safety, security, environmental protection, and sanitation standards at the airport are met during the project transition phase.
Meanwhile, the Ministry of Agriculture and Environment is tasked with resolving issues related to forest land conversion, mineral resource use, site clearance, and environmental impact assessments. These matters must be addressed by the end of August 2025 to allow timely implementation of the infrastructure projects. The ministry is also responsible for reporting and proposing solutions to the government for matters beyond its authority.
