Each group would be ranked into three levels depending on their training quality, the best ranked as Class 1, the worst Class 3 and the rest Class 2.

Rankings would be reviewed every two years. The regulation takes effect from October 25.

Le Huu Lap, former director of the Academy of Post and Telecommunications, told DTiNews universities needed to be classified to provide people with more information about the quality of their training.

“If criteria for classification fail to fully demonstrate training and research quality of a training institution and assessment lacks transparency, it would result in serious consequences,” Lap said.

He said several criteria overlapped and seem to focus on quantity of graduates rather than quality.

Lap said the government should invest more in infrastructure and human resources to raise the standard of universities.
