The council reviewed draft reports on election preparations, plans for a national conference on election organization, and a resolution guiding the use of standardized application forms, ballots, and documents.
Chairman Man noted that in the past three elections, Vietnam achieved high voter turnout rates (above 99%) and maintained a representative structure broadly aligned with requirements. However, some localities still struggled with paperwork, while limited and inconsistent IT application led to heavy manual work and errors.
He emphasized the need for more comprehensive and synchronized preparation, especially with digital technology now offering advantages in data connectivity and smooth coordination.
The council approved the draft resolution on standardized election documents, ensuring consistency nationwide. “The core innovation must remain focused on creating maximum convenience for candidates, election bodies, and voters while minimizing errors and complaints,” Man stated.
Looking ahead, he stressed that preparations for the national conference on election organization must be carried out effectively, along with the issuance of guidelines, documents, and the establishment of local election committees.
The Standing Committee of the National Assembly is preparing a report on the expected composition, structure, and number of deputies. Draft proposals on the structure of the 16th legislature will be completed in September and October, coordinated with the Vietnam Fatherland Front and relevant agencies, before being submitted for decision in mid-November.
Plans for specialized deputies will also be reported to the Party Committee of the National Assembly for review in November.
Chairman Man assigned the Ministry of Finance to lead on budget guidance, management, and auditing of election funds. The Ministry of Public Security will develop functions on the VNeID app to assist candidates in filing and checking applications.
He urged all agencies and members of the National Election Council to uphold responsibility, closely coordinate, and ensure deadlines are met as stipulated by law, avoiding delays that could affect the election timeline.
