Vietnam to license 5G services in 2022

The Ministry of Information and Communications has set a challenging goal of increasing the number of digital technology businesses from 64,000 to 70,000 this year.

Speaking at a recent conference of the Ministry of Information and Communications, Ms. To Thi Thu Huong, Deputy head of the IT Department, said that in 2021, the agency finalized the legal framework for promoting the development of the digital technology industry, centralized IT parks, and digital technology enterprises. The agency also hosted the National Forum on Digital Technology Business Development and the Make in Vietnam Digital Technology Product Award. 

In 2022, the Department will continue to finalize documents to create a legal corridor for and set specific goals to increase the total revenue of the Vietnamese ICT industry from 136 billion USD in 2021 to 148 billion USD in 2022. The department has also set a challenging target of having 70,000 digital technology firms this year.

Mr. Nguyen Phong Nha, Deputy Director of the Department of Telecommunications, said that one of the main tasks the agency completed in 2021 was the issuance of a decision on an auction to transfer telecommunications numbers and Internet domain names, and the pilot provision of the Mobile Money service. The Department also submitted a proposal to encourage private enterprises to invest in digital infrastructure.

Also in 2021, mobile network operators expanded 5G commercial coverage to 16 provinces and cities. The Department of Telecommunications has created favorable conditions for these businesses to implement mobile service and Internet packages. All three major mobile network operators have launched a Mobile Money service, a new development space and the basis for the goal of having 100% of adults with a Mobile Money account. The Department also joined mobile network operators to deal with spam messages, spam calls, and spam SIMs to ensure the interest of consumers.

In 2022, the Department of Telecommunications will strengthen management and the monitoring of the implementation of licenses granted to businesses and at the same time inspect the implementation of regulations in the telecommunications sector and develop a set of 5G licensing criteria.

The Radio Frequency Authority has developed a circular guiding the auction of frequencies and submitted it to the National Assembly for amendments to the Law on Radio Frequency. This will be an important basis for planning and re-licensing frequencies for businesses and licensing frequencies for new technologies. The agency will focus on completing the auction of 4G and 5G frequency licenses in 2022.

Regarding the launch of satellites to replace Vinasat-1 and Vinasat-2, Director General Nguyen Duc Trung asked the Ministry of Information and Communications to direct VNPT to develop a pre-feasibility project.

Mr. Nguyen Hong Thang, Director of the Vietnam Internet Center (VNNIC), said this unit strongly promotes the use of the .vn domain name for e-commerce and the transition to IPv6.

VNNIC has launched an Internet speed measurement application on mobile devices (i-Speed ​​​​app) to help people measure and self-assess the speed of the Internet. The development of i-Speed ​​​​application and publication of Internet access speed statistics will contribute to perfecting Vietnam's Internet, promoting competitiveness and improving the quality of Internet services.

One of VNNIC's key tasks in 2021 was to work with relevant authorities on handling fraudulent and gambling websites to "clean up" cyberspace, protect Internet users, and at the same time build a community of Internet users who are aware of Internet development.

VNNIC also set the goal of developing 3 million .vn domain names, making the Internet the infrastructure of Vietnam's economy.

Mr. Tao Duc Thang, Chairman and General Director of Viettel, said that in 2021 agencies of the Ministry of Information and Communications cooperated with telecommunications businesses to participate in the Covid-19 prevention campaign with the Government, ministries, agencies and localities.

On behalf of IT businesses, Mr. Nguyen Trung Chinh, Chairman of CMC, noted that foreign firms currently hold 80% of the cloud computing market in Vietnam. This platform is considered an important digital infrastructure to develop digital government, digital economy and digital society. However, CMC is having difficulty developing data centers because localities consider these projects as real estate projects, not high technology projects and a driving force for economic development.

Minister Nguyen Manh Hung said that the Ministry of Information and Communications would accompany businesses to work with localities to create conditions for CMC to implement data center projects.
