Vietnam's government has directed authorities to reorganize and adjust commune-level administrative units in line with the Politburo's policy to improve the efficiency of the country's two-tier local government system.
The directive is included in the Government's resolution following its June regular meeting and a nationwide online conference with provincial and municipal authorities.
The resolution emphasizes maintaining macroeconomic stability, controlling inflation, safeguarding major economic balances and achieving economic growth of at least 10%.
To support that goal, ministries, sectors and local governments have been instructed to urgently review, update and revise their growth scenarios.
The Government also called for tighter management of public finances while preventing revenue losses, over-collection of taxes and fees, transfer pricing and waste. It stressed the need to broaden the tax base, particularly among household businesses and small enterprises.

Another priority is to accelerate the launch of an International Financial Centre in Vietnam and quickly develop special economic zones in selected strategic localities.
The Government also ordered faster implementation of nationally significant infrastructure projects, particularly those involving railways, expressways, aviation, energy, agriculture and national digital infrastructure, as well as projects under the national target programs, while ensuring construction quality.
Ministries and local governments have also been instructed to pilot a monthly performance evaluation system for public investment disbursement before nationwide implementation from October. The assessment will serve as a basis for future public investment allocations, with the goal of achieving 100% disbursement of planned public investment capital.
The resolution also calls for completing revisions to sectoral and detailed planning on schedule while making more effective use of new development spaces, including high-rise urban areas where appropriate, underground space, low-altitude airspace, digital space and marine space.
The Government directed continued efforts to strengthen Party organizations, Party committees and the state administrative system while streamlining the organizational structure of ministries, agencies and local governments.
It also called for further restructuring of public service units and internal organizational arrangements to eliminate overlapping responsibilities and address fragmented state management.

On social welfare, the Government instructed authorities to ensure the full and timely implementation of pensions, social insurance benefits, preferential allowances for people with meritorious service and social assistance payments from July 1.
It also called for accelerated development of social housing, rental housing and worker dormitories in industrial parks and major urban centers.
The resolution emphasizes stronger inspection efforts, anti-corruption measures, prevention of waste and misconduct, and the development of a capable civil service, particularly among senior officials.
Authorities are also instructed to comply with regulations on receiving citizens, promptly resolve complaints and petitions in accordance with the law, and prevent local disputes from escalating into public security hotspots.
Prime Minister Le Minh Hung directed ministers, heads of ministerial-level agencies, chairpersons of People's Committees and leaders of state administrative bodies to personally oversee major, complex and cross-sector issues, particularly long-standing bottlenecks.
They are also responsible for preparing their agencies' 2027 plans and ensuring their quality.
"The practice of merely identifying difficulties without proposing solutions must end," the Prime Minister said.
He stressed that issues should be resolved by the competent authority at the appropriate level, while matters beyond an agency's authority must be reported promptly together with specific policy recommendations.
