During a working session on March 17 at the Central Party Headquarters, he met with the Party Committee of the Government Inspectorate to discuss progress in handling citizen complaints, denunciations, and anti-corruption efforts.

Key officials, including Nguyen Duy Ngoc, Chairman of the Central Inspection Commission; Le Hoai Trung, Chief of the Central Office of the Communist Party; and Tran Hong Ha, Deputy Prime Minister, also attended.

Government Inspector General Doan Hong Phong presented an update on the inspection sector’s ongoing tasks.

Among the key priorities for 2025, authorities are focused on addressing 220 long-standing cases, ensuring efficient citizen reception and complaint resolution, and strengthening Party leadership over grievance-handling mechanisms.

He emphasized that local governments must proactively detect and resolve disputes early, preventing them from escalating into national security concerns.

General Secretary To Lam acknowledged the efforts of the Government Inspectorate and the entire inspection sector in safeguarding citizens' rights, recovering state assets, and ensuring accountability among government officials.

He stressed that, since the beginning of this term, the inspection sector has handled a significant volume of cases, reinforcing public trust in the Party and the State.

Looking ahead, he warned that major government policies and national projects could impact citizens’ rights, potentially leading to new complaints and denunciations. He also cautioned against hostile forces exploiting grievances for political purposes. To address these risks, he urged agencies to settle unresolved cases decisively and implement measures to prevent the emergence of new disputes.

To achieve these goals, he instructed local and central Party organizations to strictly implement Conclusion No. 107-KL/TW (December 24, 2024) on enhancing Party leadership in citizen reception and complaint resolution, as well as Directive No. 35-CT/TW (May 26, 2014) on strengthening Party oversight in handling public grievances.

He also referenced Regulation No. 11-QDi/TW (February 18, 2019), which outlines the responsibilities of Party leaders in direct engagement with citizens to address their concerns.

Citing President Ho Chi Minh’s speech to inspectors in March 1960, he reminded officials that citizens file complaints only when they feel wronged or lack understanding of Party policies. Resolving these grievances effectively strengthens public trust in the government.

The General Secretary directed the Central Inspection Commission, Central Internal Affairs Commission, and the Government Inspectorate to hold local leaders accountable for their handling of citizen complaints. Any failure by local authorities that results in mass petitions or security disturbances will lead to strict disciplinary action.

He also ordered a monthly progress report on the 220 targeted cases and called for greater coordination between the Hanoi government, the Government Inspectorate, and the Ministry of Public Security to maintain stability in the capital and key central government areas.

To prevent national security threats, he instructed the Central Public Security Party Committee to closely monitor protest movements, investigate potential political exploitation of complaints, and take decisive legal action against instigators.

In addition to resolving existing cases, he emphasized the urgent restructuring of the Government Inspectorate to align with Vietnam’s broader administrative reforms. He called for a comprehensive legal review to update laws on inspections, citizen reception, and complaint resolution, ensuring their effectiveness in protecting citizens' rights and combating corruption.

As part of these reforms, the government will accelerate digital transformation in complaint processing, building a national database to improve inter-agency coordination. The Central Office of the Communist Party and the Government Inspectorate will monitor progress and provide regular updates to top Party leaders.
