In 2024, Vietnam surveyed students from 152 primary schools in 53 provinces and cities, involving 152 school principals, 1,074 fifth-grade teachers, around 6,000 students, and 6,000 parents.
The results show that Vietnamese fifth graders once again achieved the highest average scores in both reading and mathematics across the region.
Vietnamese students scored an average of 323.5 in reading, slightly down by 3.86% compared to the 2019 cycle. In mathematics, they scored 334.6 on average - a minor decrease of 1.99% from the previous cycle.
High proficiency rates surpass regional averages
In 2024, 66% of Vietnamese fifth graders reached high proficiency levels in reading - well above the regional average of 40%. For mathematics, the figure was even more impressive, with 88% of students achieving high proficiency, compared to the regional average of 36%.
Vietnam also led in the proportion of students meeting minimum proficiency benchmarks aligned with the UN’s Sustainable Development Goals (SDGs): 86% in reading and 95% in mathematics.
Education Ministry praises data value and regional cooperation
Permanent Deputy Minister of Education and Training Pham Ngoc Thuong emphasized that the success of the 2021–2025 strategic education plan, including SEA-PLM 2024 participation, reflects Vietnam’s commitment to regional cooperation and educational quality.
He praised the value of the SEA-PLM 2024 data and report, calling it a vital tool for Vietnam and other countries in designing and implementing education strategies and policies.
“Vietnam is entering a new development era marked by deep integration, innovation, and comprehensive digital transformation,” Thuong stated. “Our education system is being prioritized through strategic direction and breakthrough solutions to improve both quality and equity. Valuable results from regional and international assessments will guide our efforts to reform teaching and student evaluation practices, enhancing quality and global competitiveness.”
