The Ministry of Transport is seeking public opinion on a draft circular to establish national technical regulations on the quality, safety, and environmental protection of electric and hybrid vehicles, as well as hydrogen-fueled cars.

The Ministry of Transport states that after eight years of application, the current standards have revealed new issues that need to be addressed to enhance quality control, safety, and environmental protection. The proposed draft expands the scope to include fully electric vehicles, hybrids, and hydrogen-powered vehicles.

The Ministry of Natural Resources and Environment emphasizes the need for national technical standards on vehicle emissions due to increasing air pollution, particularly dust pollution. They are collaborating with other ministries and associations to develop and implement these standards.

Dr. Nguyen Trung Nhan from the Industrial University of Ho Chi Minh City highlighted the need for technical standards to ensure operational safety, repairs, and charging of electric vehicles. However, he noted that the requirement for grounding charging equipment might be challenging for households, as most home electrical systems lack dedicated grounding.

Delays in establishing standards for vehicle emissions could disadvantage consumers and hinder the domestic automobile industry's development. Industry experts suggest referencing existing standards from Europe and the US to expedite the process.

Without national standards, there will be no technical barriers to protect the domestic auto industry and consumers, potentially allowing substandard products to enter the market at low prices. The Vietnam Automobile Manufacturers Association (VAMA) has provided detailed feedback on necessary standards, but a comprehensive framework is yet to be established.

Automobile manufacturers urge the early establishment of these standards, as they form the basis for developing long-term investment strategies. Due to the lack of clarity on these standards, manufacturers are hesitant to invest heavily or import large numbers of eco-friendly vehicles.

Prompt establishment of national standards for emissions and vehicle quality is essential to support the development of the electric and hybrid vehicle market in Vietnam, protect consumers, and encourage the growth of the domestic auto industry.
