The decision was announced following the commission's 10th meeting, held in Hanoi on July 30 under the chairmanship of Tran Sy Thanh, head of the Central Inspection Commission.

During the meeting, the commission reviewed the findings of an investigation into alleged violations, as well as disciplinary recommendations concerning the Party cell of the Vietnam Writers' Association Publishing House for the 2025-2027 term and several Party members.

Leadership held responsible

According to the commission, the Party Committee of the Vietnam Writers' Association for the 2025-2030 term failed to exercise adequate leadership, direction, inspection and supervision, resulting in the association's failure to properly fulfill its responsibilities as the governing body of its publishing house.

The commission said the publishing house's Party cell violated its internal working regulations and failed to comply with Party directives and state laws governing publishing activities.

It also found that multiple officials and Party members had shown political, ethical and moral degradation, violated Party regulations and state laws while carrying out their duties, breached rules governing Party members' conduct, and failed to uphold standards expected of officials in leadership positions.

The commission concluded that the violations caused serious consequences, damaging the reputation of both the Party organization and the institution, warranting disciplinary action.

Disciplinary measures

The commission said personal responsibility rests with:

Nguyen Quang Thieu, Secretary of the Party Committee and President of the Vietnam Writers' Association;
Dao Ba Doan, Deputy Secretary of the Party Committee, Secretary of the Publishing House Party Cell, Deputy Director and Editor-in-Chief of the Vietnam Writers' Association Publishing House;
Nguyen Thuy Hang, Deputy Secretary of the Publishing House Party Cell and Director of the publishing house;
Nguyen Van Yen, Head of the Editorial Department of the publishing house; and
several other Party organizations and members.

After considering the nature, severity, consequences and causes of the violations, the Central Inspection Commission decided to expel Dao Ba Doan, Nguyen Thuy Hang, and Nguyen Van Yen from the Communist Party.

It also decided to strip Nguyen Quang Thieu of all Party positions.

In addition, the Party Committee of the Vietnam Writers' Association for the 2025-2030 term and the Publishing House Party Cell for the 2025-2027 term received formal warnings.

The commission instructed relevant Party organizations to continue reviewing and handling other organizations and Party members involved in the case and to report the results to the Central Inspection Commission.

Tran Thuong
