PM Chinh, who has been on an official visit to Japan, congratulated Kishida on his re-election as the PM of Japan, and thanked the latter for his special sentiments and significant contributions to the development of the relations between the two countries.

He conveyed the invitations of Party General Secretary Nguyen Phu Trong and other Vietnamese leaders to the Emperor and Empress, PM Kishida and leaders of Japan to soon visit Vietnam.

PM Kishida highlighted outstanding development steps of the bilateral ties over the past years, which, he said, are now at the best-ever stage in history.

Japan attaches great importance to its relations with Vietnam, he said, lauding socio-economic achievements the Southeast Asian nation has recorded as well as its increasingly important role and position in the region and the world as well.

The two PMs noted with pleasure the development of the relations and agreed on major orientations and measures to open up a new development period for the Vietnam-Japan extensive strategic partnership.

PM Chinh affirmed that the Vietnamese Government will continue to create an open, transparent investment climate, actively support businesses and fulfill its commitments towards investors.

PM Kishida pledged that Japan will provide comprehensive support for Vietnam in the COVID-19 combat, saying the Japanese Government will provide an additional 1.5 million doses of COVID-19 vaccine for Vietnam.

In reply, PM Chinh expressed his gratitude and high appreciation to the Japanese Government and people for their donation of 5.6 million doses of COVID-19 vaccines in total as well as many medical equipment and supplies.

Both sides consented to continue working together closely on research and production of COVID-19 vaccines and treatment drugs.

The two leaders agreed on the need to continue promoting security and defence cooperation, joining the United Nations peacekeeping force, overcoming war consequences in Vietnam, and enhancing collaboration to improve law enforcement at sea.

They consented to consider reopening commercial air routes and deploying the vaccine passport scheme, strengthening cooperation in socio-economic development in the face of negative impacts of the COVID-19 pandemic and cooperation programmes using Japan's official development assistance during the post-pandemic recovery period.

The two PMs also pledged to work closely to increase and expand the reception of Vietnamese guest workers to Japan, and step up cooperation in handling issues related to Vietnamese apprentices and students.

They promised to work closely at international and regional forums, deal with common challenges of the international community, and implement the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) and the Regional Comprehensive Economic Partnership (RCEP).

Regarding the East Sea, the two PMs emphasised the importance of ensuring security and safety of navigation and aviation and settling all disputes and differences via peaceful measures, including the full respect for the diplomatic and legal processes, and not using force or threatening to use force, based on international law, especially the 1982 United Nations Convention on the Law of the Sea (UNCLOS).

They also stressed the necessity to fully and effectively implement the Declaration on the Conduct of Parties in the East Sea (DOC) and soon finalise an effective, practical and legally-binding Code of Conduct in the East Sea (COC).

After the talks, the two PMs witnessed the signing and exchange of 11 documents by ministries, agencies, and enterprises of the two countries.

The two sides also issued a Joint Statement Toward the Opening of a New Era in Japan-Vietnam Extensive Strategic Partnership for Peace and Prosperity in Asia.

Prime Minister Pham Minh Chinh met with the speakers of the House of Councillors and the House of Representatives of the Japanese National Diet in Tokyo on November 24 as part of his official visit to the Northeast Asian nation.

At a meeting with the Japanese President of the House of Councillors Santo Akiko, the Vietnamese Prime Minister announced the results of the 13th National Party Congress, orientation and development goals of Vietnam for the coming years, and a vision to 2030 and 2045.

He affirmed that Vietnam consistently pursues a foreign policy of independence, self-reliance, peace, friendship, cooperation and development, diversification and multilateralisation of relations; proactive and active international integration; being a friend, a reliable partner and responsible member of the international community.

The Prime Minister expressed his delight at the strong, comprehensive and substantive development of the extensive strategic partnership between Vietnam and Japan over the past time. He once again thanked the Japanese Government for helping Vietnam in the fight against COVID-19 and highly appreciated the contributions of the House of Councillors and President Santo Akiko to the development of the two countries' cooperative relations.

He emphasised that Vietnam always attaches importance to and makes every effort to implement commitments on official development assistance (ODA) projects. He suggested strengthening cooperation between the two legislative bodies and hoped the House of Councillors will support major collaboration plans between the two countries

While applauding Vietnam's achievements in socio-economic development and and external relations in recent years and the two sides' mutual support in fighting the COVID-19 pandemic, President Santo Akio highlighted the importance of further strengthening the extensive and comprehensive cooperation between the two countries.

She said she will support the Japanese Government to continue collaboration and help Vietnam in socio-economic development as well as be willing to pay attention to assist the Vietnamese community in Japan.

The Prime Minister conveyed an invitation to visit Vietnam from National Assembly Chairman Vuong Dinh Hue to President of the House of Councillors Santo Akiko. 

In the afternoon, Prime Minister Chinh met with Speaker of the House of Representatives Hosoda Hiroyuki, during which he informed the speaker of Vietnam's socio-economic development.

Chinh expressed his pleasure with the comprehensive development of the Vietnam - Japan extensive strategic partnership, and thanked for Japan's valuable and timely support for Vietnam in the COVID-19 fight.

The PM affirmed that Vietnam attaches importance to and wishes to join Japan in opening a new stage of development in the extensive strategic partnership in fields, contributing to maintaining peace, stability, cooperation and development in the region.

He suggested the House of Representatives continue to strengthen cooperation, exchange and share experience between the National Assembly committees of the two countries.

Chinh said he supports the strengthening of collaboration in COVID-19 prevention and control, increase connectivity between the two economies and as well as multifaceted cooperation in the post-COVID-19 period.

The PM also extended an invitation to visit Vietnam from NA Chairman Vuong Dinh Hue to the Speaker of the House of Representatives of Japan.

The Speaker of the House of Representatives expressed his pleasure at the development and achievements of cooperation between Vietnam - Japan relations over the past time and the achievements Vietnam has gained in socio-economic development and COVID-19 prevention and control.

He said that the House of Representatives attaches great importance to relations with Vietnam and hopes to promote the Vietnam-Japan extensive strategic partnership, supports lifting the two countries' relations to a new height, and close cooperation between the House of Representatives and the National Assembly of Vietnam. The Speaker of the House of Representatives affirmed his willingness to pay attention to support the Vietnamese community in Japan./.
