This formed part of his trip to attend the high-level week of the 78th United Nations General Assembly and bilateral activities in the US.

Visiting Nvidia – a leading semiconductor chip producer in the US, PM Chinh talked with Jensen Huang, co-founder and President of the firm, about the global artificial intelligence development trend, the considerable potential for the company’s cooperation with Vietnam, and the national strategy for the semiconductor industry that Vietnam is drafting.

He asked it to further increase cooperation with and expand investment in Vietnam in the fields matching its strength and the country’s priorities, provide policy advice, and assist with the training of human resources and the improvement of technological and governance capacity, thus helping Vietnam engage more deeply in global supply chains.

He also invited the Nvidia to visit Vietnam at an early date, expressing his hope that it will open a factory in Vietnam and make the country its centre in Southeast Asia.

At Synopsys – an electronic design automation company that officially joined the Vietnamese market in 2016, PM Chinh called on the firm to continue expanding its production chains and supply chains in Vietnam, which he described as objective demand.

As each country has a different development level, culture, market, and conditions, he noted that he hopes Synopsys will adapt well to conditions in Vietnam and carry out technological, management, and financial measures to help the country develop fast and sustainably.

In particular, the PM asked Synopsys to assist with the development of the Vietnam National Innovation Centre (NIC); take part in the training of high-quality human resources, including manpower for the semiconductor industry; and continue recruiting Vietnamese people in the US.

With the viewpoint of win-win cooperation and in the spirit of harmonising interests and sharing risks, Vietnam welcomes Synopsys and other US enterprises coming to cooperate with Vietnam for common successes, thus generating benefits for the company and both countries, he added.

On this occasion, in the presence of PM Chinh and officials of the two countries, Synopsys signed two memoranda of understanding on cooperation in developing integrated circuit manpower in Vietnam and supporting the development of the semiconductor industry in the country.

Also on September 18, PM Chinh visited Meta Platforms (formerly named Facebook) – a technology multinational running Facebook, Instagram, Threads, WhatsApp, and other products and services.

Joel Kaplan, Vice President for Global Public Policy at Meta, said before the COVID-19 pandemic, his company had produced some metaverse devices in Vietnam, but the production was later disrupted by the pandemic.

Meta hopes to expand investment in Vietnam, including the continuation of making metaverse devices, in the coming years, he went on, noting that the Vietnam Government Portal has been a strategic and effective partner of his firm since the pre-pandemic period.

PM Chinh held that the future of the Vietnam - US comprehensive strategic partnership depends much on their enterprises’ capacity to capitalise on investment and business potential and opportunities in priority fields.

On the basis of the two countries’ sound political ties, he voiced his belief that cooperation with Meta will become increasingly fruitful and substantive, especially in such key areas as digital economy, artificial intelligence, digital content, innovation, and digital transformation in enterprises.

The Government leader called on Meta to supply more technological solutions and transfer more technologies to Vietnam; boost financial cooperation to develop science - technology, innovation and digital transformation; work with Vietnam to improve the country’s governance capacity in the aspects Meta is strong at; and cooperate in preventing cyber-crimes, protecting cyber safety and security, and providing positive and accurate information about the two countries’ relations.

He also applauded Meta’s enhancement of collaboration with NIC as well as Vietnamese agencies and businesses in the win-win spirit to benefit both countries and bilateral ties.

PM suggests Vietnam, US create cooperation breakthroughs

Prime Minister Pham Minh Chinh suggested Vietnam and the US create breakthroughs in cooperation in science-technology, innovation, and education-training at a meeting with US Trade Representative Katherine Tai in Washington D.C. on September 19.

Host and guest shared the view that the formation of the Comprehensive Strategic Partnership for peace, cooperation and sustainable development on the occasion of the recent state visit to Vietnam by President Joe Biden will open up a new stage for the intensive and extensive cooperation between the two countries, particularly in economy, trade and investment.

Chinh thanked the Trade Representative for her contributions to the development of the bilateral ties, and suggested the two sides actively coordinate to quickly materialise agreements reached by their high-ranking leaders, including the US’s priority of accelerating the recognition of Vietnam’s market economy mechanism, and further opening door for Vietnamese goods like garments-textiles, footwear and farm produce, as well as its consideration of interests of Vietnamese businesses, and not imposing trade remedies on Vietnamese goods on the basis of ensuring balance, fairness and mutual benefits.

The PM also suggested the US help Vietnam in building a semiconductor-related supply chain.

Tai, for her part, emphasised the importance of the Comprehensive Strategic Partnership, which, she said, will open up opportunities for the two sides to boost their economic-trade ties.

Recalling her visit to Vietnam in February, the Trade Representative said it helped her understand much more about the Southeast Asian nation.

The US always regards Vietnam as an important partner in the region, and hopes for stronger economic and trade cooperation, she said, pledging that the Office of the Trade Representative will further play a role in enhancing the bilateral relations in the time ahead.

Tai also noted her hope that Vietnam will continue supporting efforts to soon conclude the discussion of the Indo-Pacific Economic Framework for Prosperity (IPEF), for the sake of countries and people in the region.

The same day, Chinh met with US Commerce Secretary Gina Raimondo, during which the PM affirmed that Vietnam has taken economic-trade-investment cooperation as a foundation and a driving force of the Comprehensive Strategic Partnership.
 
He highly valued practical contributions by the US Department of Commerce and its Secretary to fostering the trade ties between the two countries over the past time.

To effectively implement the Comprehensive Strategic Partnership, the PM suggested the US soon recognise Vietnam’s market economy mechanism, pay more attention to enhancing the economic-trade relations, especially encouraging US high-tech firms to operate in Vietnam, and step up delegation exchange and experience sharing.

The two countries should promote collaboration in climate change response, green growth and renewable energy, he continued.

Raimondo shared Chinh’s views on the importance of President Biden’s Vietnam visit earlier this month, and the establishment of the Comprehensive Strategic Partnership.

US firms are interested in seeking business and investment opportunities in Vietnam, the official said, expressing her belief that after the conclusion of the IPEF discussion, more US businesses and investment funds will inject capital in the Southeast Asian nation.

Chinh suggested the US further open its door for Vietnamese goods like electronics, garment-textiles, footwear, agricultural products and fresh fruits, and work together with Vietnam to maintain the growth pace of the two-way trade.

Raimondo pledged to urge the US to soon recognise Vietnam’s market economy mechanism, and coordinate to put in place the contents agreed in the joint statement, especially in economy, trade and investment, thus making the bilateral cooperation more intensive, extensive, substantive and effective.

Prime Minister receives Speaker of US House of Representatives

Prime Minister Pham Minh Chinh had a meeting with Kevin McCarthy – Speaker of the US House of Representatives and Michael McCaul, chairman of the House Foreign Affairs Committee, in Washington D.C. on September 19 (local time).      
        
During the meeting, part of his trip to the US for the high-level week of the 78th session of the United Nations General Assembly and bilateral activities, Chinh expressed his pleasure about the important developments in bilateral relations, especially the establishment of the Vietnam-US Comprehensive Strategic Partnership for peace, cooperation and sustainable development on the occasion of President Joe Biden's recent visit to Vietnam.

He thanked the contributions of the US House of Representatives in general and the House Foreign Affairs Committee in particular to the relationship between the two countries.

Chinh suggested that the two sides strengthen coordination to early put the new framework of relationship into practice, with a focus on promoting cooperation in areas such as economics - trade – investment, science - technology, innovation, semiconductor collaboration, high-quality human resources training, digital transformation, energy transformation and climate change response.             

The Vietnamese government leader also hoped that the US Congress will support the US's early recognition of Vietnam's market economy status as well as continue to assist the country in overcoming the war aftermaths.

For their part, the US congressmen expressed their desire to continue promoting cooperation and exchange of delegations between the two legislatures in the coming time, focusing on prioritised areas of both sides, including economy - trade - investment and climate change response.

The two sides also exchanged views on regional and international issues of mutual concern and agreed on the necessity to promote the Association of Southeast Asian Nations (ASEAN)’s centrality, strengthen the ASEAN-US comprehensive strategic partnership as well as the Mekong-US relationship and resolve disputes in the East Sea by peaceful means based on international law.

On this occasion, Chinh conveyed an invitation from National Assembly Chairman Vuong Dinh Hue to Speaker McCarthy and US Congressmen to pay a visit to Vietnam, which the latter accepted with pleasure.

Prime Minister Pham Minh Chinh hosted a reception for a delegation of politicians from cities in San Francisco Bay Area of California state, led by Sheng Thao, Mayor of Oakland city, on September 18 afternoon (local time) as part of his trip to the US to attend the high-level week of the 78th United Nations General Assembly, and bilateral activities in the country.

Noting that Vietnam and the US have lifted the bilateral ties to a comprehensive strategic partnership during the Vietnam visit by US President Joe Biden, PM Chinh said that it reflected aspirations of the two nations to further promote the practical and effective development of the relationship for the benefit of their people, contributing to peace, stability, cooperation and development in the Asia-Pacific region.

Sheng Thao and several officials and businesspeople recalled their good memories of their Vietnam visit in August this year.

Members of the delegation expressed delight at the establishment of the Vietnam-US comprehensive strategic partnership. They said that they are making preparations for the APEC Leaders’ Meeting in San Francisco in November and look forwards to welcoming Vietnamese President Vo Van Thuong.

The US officials said that after their visit in August, businesses of the two countries signed many cooperation agreements, including the exploration of Vietjet’s opening of a direct air route to California. They affirmed their hope to strengthen connections between technology enterprises in the Silicon Valley with the Vietnamese community as well as Vietnam, expressing belief that with their sound relations, the two countries boast great potential for stronger cooperation, especially in technology, semiconductor and pharmaceuticals.

Sheng Thao said that the San Francisco Bay Area is home to a strong Vietnamese community who has received support from the administrations of the state and cities. She expressed her hope to seek collaboration opportunities with Vietnamese firms investing in the US, including automaker VinFast.

PM Chinh underlined that Vietnam always welcomes and gives family sentiments to overseas Vietnamese to return to their home country.

Reaffirming the consistent policy of creating favourable conditions for foreigners and overseas Vietnamese to do business in Vietnam, the PM suggested Sheng Thao and representatives of cities and businesses in the San Francisco Bay Area call for more people and enterprises to exchange and seek investment and business opportunities in the Southeast Asian nation.

He emphasised that strengthening cooperation, sharing interests and joining hands in national development are an effective and practical measure to deploy the Vietnam-US comprehensive strategic partnership and contribute to the joint efforts in settling war consequences.
