The United States, Japan and other developed nations produced the majority of the world’s engineering graduates over past few decades. However, things have started to change and a significant number of new engineering, manufacturing and construction graduates now come from developing and emerging countries.

According to research conducted by the World Economic Forum (which excludes China and India due to lack of data), Russia leads the way, producing an annual total of 454,000 graduates in engineering, manufacturing and construction. The United States is in second position with 237,826 while Iran rounds off the top three with 233,695.

Notably, developing economies including Indonesia and Vietnam have also made it into the top 10, producing 140,000 and 100,000 engineering graduates each year, respectively.

Vietnam also has a high number of doctoral degree holders, with 24,300 people. The statistics are good for Vietnam but are also worrying.

Samsung is shifting its factories to Vietnam to turn Vietnam. Samsung offered local manufacturers the opportunity to provide 170 types of component parts to its factories, including very simple components like the battery charger, USB cable, plastic case, headphones ... but Vietnamese manufacturers refused because they cannot produce these.

Mr. Truong Thanh Hoai, Deputy Director of the Heavy Industry Department of the Ministry of Industry and Trade, said that Vietnamese manufacturers, including those with 40-50 years of experience, said that they could not provide the components to Samsung because they could not meet the Korean partner’s technological and production-cost criteria.

This issue was debated at the last National Assembly session. Some deputies cited this as an example of the poor competitiveness of the domestic economy.

"We train many doctors each year but we cannot manufacture screws. So how can we participate in the global value chain," deputy Tran Quoc Tuan of Tra Vinh province said.

Lieutenant General Be Xuan Truong said: “Currently only the HCM City high-tech park can join the global value chain."

Also at the NA session, Minister of Industry and Trade Vu Huy Hoang claimed responsibility: "The Ministry of Industry and Trade is responsible for this issue" when the support policies could not help the development of the supporting industry.”
