At the meeting, VFF’s Vice Chairs Le Hung Dung, Pham Ngoc Vien and Nguyen Duc Kien, Chairman of the Hanoi ACB FC, made strategic decision in order to improve the situation and promote the development of young football.
The first decision is to restrict the number of foreign football players at FCs. Accordingly, as of 2013, each FC playing at V-Leage, Vietnam’s most important football tournament, will be allowed to register only three foreign players and use up to two foreign players at the same time in a match. FCs at the First Division Tournament are not permitted to use foreign players.
The decision will close the door for the wave of foreign players who are flocking to Vietnam. However, a lot of foreign players have been naturalized in Vietnam. As the decision will be effective in 2013, it is forecast to have a race of seeking Vietnamese citizenship for foreign players at some rich FCs at V-League.
The meeting also decided to further attract overseas Vietnamese football players to play football in Vietnam. Besides some preferences, as of the 2012 football season, football players whose mother or father is Vietnamese will be seen as domestic players.
The meeting also agreed to set strict regulations on offering bonus for football teams. It is said that offering bonus does not help encourage players’ fighting spirit but destroys the good motive force of football.
The founding council of VPF suggested FCs to make public the bonus two weeks before football tournaments open and the bonus must not exceed VND500 million ($25,000).
Regarding to the establishment of VPF, the shareholders’ meeting will be postponed from November 24, to early December.
It is expected that this company will receive the establishment license on November 26. Representatives of FCs will go to Hanoi on November 29 to approve the company charters and discuss related issues.
