The Ministry of Information and Communications (MIC) is drafting a circular naming a list of telecom service providers with the dominant market position for State-managed telecommunications services, including fixed broadband Internet and mobile services.

This circular will replace Circular No. 18/2012/TT-BTTTT dated November 15, 2012 regulating the list of telecom enterprises and groups of telecom enterprises with a dominant market position for important telecommunications services; and Circular No. 15/2015/TT-BTTTT dated June 15, 2015 amending a number of provisions of Circular No. 18/2012/TT-BTTTT, issued by MIC, about the list of telecom enterprises and groups of telecommunications businesses with a dominant market position for important telecommunications services.

According to the draft circular, the applicable subjects are state management agencies related to wholesale activities in telecommunications and telecommunications service price management, and telecom businesses.

Viettel and VNPT are the two telecommunications corporations with a dominant position in the market for fixed terrestrial telecommunications and internet access services. 

Notably, Viettel, VNPT and MobiFone are three telecommunications businesses with dominant market positions for terrestrial mobile telecommunications services (including voice services and internet access services). 

Viettel currently accounts for over 50% of mobile service market share and has the largest market share in Vietnam.

For fixed broadband services, VNPT has the largest market share. Huynh Quang Liem, General Director of VNPT, said that in a difficult market context, core services such as mobile, broadband and MyTV are facing the most challenges, but VNPT still maintains its market share. Particularly, it holds the leading position for broadband services and television services.
