The appointment was made during the 5th session of the 10th People's Council of Ca Mau province. The council first passed a resolution to relieve Pham Thanh Ngai - Vice Secretary of the Provincial Party Committee and former Chairman of the People’s Committee - from his current post so he could take on new duties elsewhere.
Following the vote, council members elected Lu Quang Ngoi as Chairman of the Ca Mau People’s Committee.
Earlier that morning, the Ca Mau Provincial Party Committee convened a meeting to announce the Politburo’s decision to assign Ngoi to join the provincial Party Executive Committee, the Standing Committee, and to serve as Vice Secretary of the Ca Mau Party Committee for the 2025–2030 term.
Speaking at the conference, Ngoi expressed his deep gratitude for the trust placed in him by the Politburo and the Party Secretariat. He pledged to uphold strong political integrity, ethical standards, and to prioritize the interests of the Party and the people.
Ngoi also affirmed his commitment to maintaining a grounded, practical leadership style - one that stays close to grassroots issues and the everyday concerns of citizens. He emphasized the importance of solidarity, innovation, and a collective aspiration to contribute to building a clean and resilient political system in Ca Mau.
Lu Quang Ngoi, 53, hails from Dong Thap province. He holds a bachelor's degree in Economic Law, a master’s degree in Party and Government Building, and a doctorate in Political Science.
His previous roles include Director of the Department of Labor, Invalids and Social Affairs; Secretary of the Tam Binh District Party Committee; and Vice Chairman, then Chairman of the People’s Committee of the former Vinh Long province.
In July 2025, after the merger of Vinh Long, Ben Tre, and Tra Vinh provinces, Ngoi was appointed by the Prime Minister as Chairman of the newly formed Vinh Long province.
Now, he takes on a new mission in Ca Mau as the province undergoes leadership restructuring for the next development phase.
