This ship - TB 1194 - with 4 crew members was discovered in the border area between the two provinces of Quang Ninh and Hai Phong. According to the testimony of the ship's representative and crew members, the TB 1194 vessel was transporting about 1,500 tons of low-temperature coal from Quang Ninh to Hai Duong.
The captain and crew members could not present invoices and documents proving the legal origin of the goods.

Previously, about 12 nautical miles from the southeast of Cu Lao Cham, Hoi An city, the patrol ship of the High Command of Coast Guard Region 2 discovered the cargo vessel Tuan Dung 25 with many suspicious signs so the ship was stopped for inspection.
At the time of inspection, there were 9 people on board, but without the captain nor chief engineer, and the ship was transporting more than 3,500 tons of Ilmenite from Binh Thuan port to Diem Dien port, Thai Binh province.
Through inspection and comparison of papers on goods, the functional forces detected signs of law violation such as the lack of original goods purchase contracts, the transport contract, and the absence of the captain and chief engineer as prescribed by the law.
The two ships were escorted to the port for verification and handling in accordance with the law.
