The percentage of skilled workers will not reach the 55 per cent target in the human resource development plan for 2011-2015.

She said at an online conference between the Government and provincial authorities on Monday that the number of skilled workers had only increased by 2 per cent each year. The target assumed a growth rate of 3 per cent. As a result, skilled workers would account for only 50 per cent of workers by the end of next year.

She said the country found it difficult to achieve the target because there were only 200,000 trainees in vocational training centres, low in comparison with the 600,000 students going to universities and colleges.

The Minister of Labour, Invalids and Social Affairs proposed the Government reform the vocational training system and attract more young people to vocational training centres.

There are 53 million labourers in the country, 0.8 per cent more than last year, according to the General Statistics Office's 2014 socio-economic development report.
