The Ministry of Industry and Trade has decided to investigate the application of anti-dumping measures on certain hot-rolled steel products originating from India and China. The investigation will be conducted in accordance with Vietnam’s trade defense laws and is effective from July 26, 2024.

The investigation period for determining dumping behavior is from July 1, 2023, to June 30, 2024. The investigation period for determining damage is from July 1, 2023, to June 30, 2023.

According to the Ministry's announcement, on March 19, 2024, it received a request to investigate the application of anti-dumping measures on certain hot-rolled steel products originating from India and China from two domestic steel manufacturers: Hoa Phat Dung Quat Steel JSC and Formosa Ha Tinh Steel Corporation.

Based on the request, the investigation agency conducted an assessment and issued official letters requesting additional information and clarification on product scope, evidence of dumping behavior, and signs of significant damage or threat of damage to the domestic industry caused by dumping.

By May 31, 2024, the investigation agency had completed its assessment and confirmed that the request was complete and valid.

The agency also notified the embassies of India and China in Vietnam about receiving and validating the request.

The investigation determined that the request for anti-dumping measures meets the requirements for representing the domestic industry and provides clear evidence that imported goods are being dumped, causing significant damage to the domestic industry.

The requesting parties provided reasonable grounds to prove the dumping behavior of the investigated goods and supplied data to determine the dumping margin, which is 22.27% for India and 27.83% for China.

The Ministry of Industry and Trade stated that if the final investigation results confirm significant damage or the threat of significant damage to the domestic industry, the Minister of Industry and Trade may decide to apply retroactive anti-dumping duties.

Retroactive anti-dumping duties may be applied to imported goods within 90 days before the provisional anti-dumping duties are imposed if the imported goods are determined to be dumped, with a sharp increase in volume or quantity during the investigation period, causing irreparable damage to the domestic industry.

The investigated hot-rolled steel products (HRC) from India and China are classified under the following HS codes: 7208.25.00, 7208.26.00, 7208.27.19, 7208.27.99, 7208.36.00, 7208.37.00, 7208.38.00, 7208.39.20, 7208.39.40, 7208.39.90, 7208.51.00, 7208.52.00, 7208.53.00, 7208.54.90, 7208.90.90, 7211.14.15, 7211.14.16, 7211.14.19, 7211.19.13, 7211.19.19, 7211.90.12, 7211.90.19, 7224.30.90, 7225.99.90, 7226.91.10, 7226.91.90, 7226.99.19, and 7226.99.99 (case number AD20).
