Voters from the two central provinces of Ninh Thuan and Khanh Hoa asked the State Bank to supervise the printing and circulation of money in the market because the current banknotes are degraded, soiled and the banknotes of small values are not accepted for circulation.

Voters from Ninh Thuan province said that the VND500,000 and VND20,000 banknotes have the same color, causing confusion among users.  They asked the central bank to deal with this.

During the period of 2003 - 2006, the State Bank released the new polymer banknotes with the face value of VND 500,000, VND 200,000, VND100,000, VND50,000, VNd20,000, VND10,000, and coins with face value of VND5,000, VND2,000, VND1,000, VND500, and VND200.

Voters said some banknotes with small face value like the VND200 and VND500 are used in a limited way in the market, while coins are nearly absent.
