The side roads of Thang Long Boulevard, particularly the section passing through Song Phuong Commune in Hoai Duc District, Hanoi, are overrun with waste, including construction debris, illegally dumped in the cover of night.
Over the past several days, numerous illegal dumpsites have appeared along the side roads of Thang Long Boulevard, significantly degrading the environmental and urban landscape. Local residents report that these dumpsites “sprout up” at night when individuals take advantage of the quiet hours to unload construction waste and debris.
The waste consists primarily of construction materials, debris from work sites, and household waste, resulting in massive piles after several days of illegal dumping.
Residents have observed that large trucks unload waste quickly and change locations frequently, making it difficult to catch offenders in the act.
Abandoned household items and broken appliances are also seen discarded along the roadside. Mountains of waste now line the roadways, particularly the section passing through Song Phuong, which lies within the construction area for the Ring Road 4 project.
Hidden areas, such as beneath overpasses, are hotspots for illegal waste disposal, and the underpass used by local residents is similarly surrounded by various types of waste.
At the Song Phuong Cemetery in Hoai Duc, despite the local government’s efforts to prohibit waste dumping and beautify the area with flower beds, trash continues to accumulate, even blocking access to the cemetery.
Local authorities and security forces have implemented measures to monitor the area, establish patrol teams, and station personnel at key locations to prevent illegal dumping. However, enforcement remains challenging due to the large area, limited manpower, and the constant change in dumping locations, making it difficult to catch violators.
