In particular, Duyet said that the evaluation of "a part" of officials and Party members who were retrograde and degenerate was not well conducted, especially the evaluation of high-ranking officials.

The former Chairman of the Vietnam Fatherland Front proposed the Party to attach much importance to social supervision and debate because combating corruption and degradation in the Party will not be successful without the people’s supervision. He suggested that the Party shows the spirit of criticism to the people, not within the Party.

Slow political reforms

Agreeing with the spirit of synchronous innovation of political institutions and apparatus under the state of law, Professor Tran Ngoc Duong suggested appreciating the control mechanism of state power under the three structures: The people’s control, cross monitoring of power among bodies, and protection of the Constitution by law.

"To build the state power control mechanism by law, I’m looking forward to having the Law on state monitoring or the Law on control of state power," Professor Duong said.

Mr. Tran Hoang Tham, former Deputy Chair of the Vietnam Fatherland Front said the political system has been reformed slowly. This is because the awareness of the political system innovation is incommensurate with economic reform.

"The political system seems to be the same with that during the wartime and it does not meet the requirements of economic reform," Mr. Tham said.

He added the Party must be fully aware of this and solve the key problems in the next term. If the upcoming Congress does not address this issue, weaknesses will still exist and the four risks to the Party will become more serious.

Unity in the Party

Former Chairman of the Vietnam Fatherland Front Huynh Dam proposed to enhance the contents on great unity in the draft reports of the Party Congress because if the Party has the signals of disagreement, it will lead to distraction in society and the Party will be unable to call for social consensus.

"We can’t call for unity if the Party has retrograde and degenerate members," Mr. Dam stressed.

According to Mr. Dam, the Party must ensure the harmony of interests to promote the strength of great solidarity, not only encouraging one-way obligations but also bringing about benefit, improving the material and spiritual life of the people.

He added that the draft reports of the Party Congress must contain the contents on strengthening the role of the Vietnam Fatherland Front so this body will be really a political union, a voluntary union, to be powerful enough to protect the legitimate rights and interests of the people.

The Vietnam Fatherland Front must be led by high-ranking officials so this body can promote its role fully, he emphasized.
