Dak Nong Deputy Chair Le Van Chien confirmed that six wind power projects have been licensed in the province, with total investment capital of trillions of dong. But only one of the six projects, Dak Hoa 1, capitalized at VND1.624 trillion, is operating.
Meanwhile, the other five projects are on hold because of problems found by government inspectors. Local authorities are instructing agencies and the investor to solve the problems. The province has also proposed that the government create a framework to facilitate operation of the wind power projects.
Many violations have been found in the five projects.
The Dak Nong provincial People’s Committee released decisions to approve investment in six wind power projects, namely Nam Binh 1, Dak Hoa, Asian Dak Song 1, Dak N’Drung 1, 2 and 3. However, land plots allocated to the projects were not reserved for energy plants.
The five projects were initially allocated land plots totalling 65 hectares, located in an area reserved for bauxite exploitation, processing and use in 2007-2015 with a vision toward 2025, approved by the PM.
Government inspectors have pointed out other violations in the commercial operation of the wind power plants in Dak Nong province.
Work on Nam Binh 1, Dak Hoa and Dak N’Dung 1, 2 and 3 projects kicked off, though the Dak Nong People’s Committee had not released any decision on land leasing.
NamBinh1 project began although there were no results about the technical design examination by the Department of Electricity and Renewable Energy under the Ministry of Industry and Trade (MOIT).
The government inspectors proposed that the Prime Minister assign the Ministry of Public Security (MPS) to investigate the problems related to the management and use of the land plots assigned to the five wind power projects (not including Asia Dak Song 1 because the construction had not begun).
Six wind power projects in Dak Nong were approved by the Prime Minister to be added to the revised seventh national power development plan (revised Plan 7), including Dak N’Drung 1 (100MW), Dak N’Drung 2 (100MW), Dak N’Drung 3 (100MW), Dak Hoa (50MW), Asia Dak Song1 (50MW) and Nam Binh 1 (30MW).
Nam Binh1’s investment period has ended (investment capital is VND1 trillion). The three projects Dak N’Drung 1, 2 and 3 have implemented 55 percent of capital. Meanwhile, Asia Dak Song 1 still needs to follow procedures to begin construction.
The six projects are expected to provide 430MW to the national grid.
