One of the most noteworthy amendments is the removal of the prejudice on the types of bachelor’s degrees learners receive. From now on, the degrees granted to full-time and in-service students have the same value.

However, though the difference in the two types of degrees has been removed, experts still say that if the quality of in-service training remains problematic, there should be two types of degrees.

Le  Viet Khuyen, former deputy director of the Higher Education Department, said the existence of only one type of bachelor’s degree for both in-service and full-time training is seen in the rest of the world.

However, he said that the most important factor here is the quality of full-time and in-service training graduates, not the distinction between the two degrees or training modes.

In other countries, the training and recruitment are implemented in accordance with strict standards.

People in difficult conditions can follow higher education by attending in-service training courses. In recruitment, enterprise owners do not care if candidates finish full-time or in-service training, but they care more about the candidates’ capability. Attending in-service training courses doesn’t mean the low ability of learners.

In Vietnam, many experts want to see both types of bachelor’s degrees because they doubt the quality of in-service training. Studies show that in-service training at many universities cannot meet standards.

Therefore, in people’s minds, in-service training always means low quality training, and they have their reasons to think that, though the thing is not true to all in-service training courses.

Many local officials were found failing the entrance exams to full-time training programs at universities and registered to study under the in-service training programs to obtain bachelors degrees without high graduation requirements. The degrees allowed the officials to get job promotions when working for state agencies.

Khuyen said that in order to eliminate the prejudice about in-service training, universities need to upgrade their training quality.
