Hung resided in Cau Giay District, Hanoi.

The ministry said everyone would have the right to arrest Hung and take him to the nearest police station, People’s Procuracy or People’s Committee.

After taking Hung into custody, people are required to immediately inform the ministry, located at No 3, Nguyen Gia Thieu, Tran Hung Dao Ward, Hoan Kiem District or contact 0692342431 or 0692342143.

The ministry also called upon Hung to turn himself in to the police so that he would receive the leniency of the law.

Previously, the police took legal action against Duong Van Hoa, principal of the university and Tran Ngoc Quang, deputy head of Training and Student Management Office, Pham Van Thuy and Le Thi Luong – staff of the university, for the same offence on July 30.

Initial investigation showed that the suspects were allegedly in cahoots with about 200 short-term training centres to issue certificates of English language proficiency for thousands of people without the need to take classes or sit for exams since 2016.

The certificates’ owners were allegedly using them to perfect their CVs with the purpose of getting raises or promotions at work or recruitment.

Dong Do University, established in 1994, is one of the earliest private university in Vietnam. Based in Hanoi, the university is currently providing undergraduate courses in 23 majors.

Most of the buyers of bachelor’s degrees in English from Dong Do University hold important positions in state agencies, and most followed training courses to upgrade their education levels, which helped them get job promotions.
