The centre was built in 2015 on a site of 242.2 square metres with three floors and one basement. The first and second floors were designed for displaying exhibits and documents about Hoan Kiem Lake. Meanwhile, the third floor was intended for meetings and offices of the management board.
However, in reality, the first floor is now being leased by Vietnamtourism JS Company as the firm’s air ticket office. The centre’s left corner has been turned into a coffee shop.

Hanoi authorities have requested Hoan Kiem District to stop using this public work for illegal business activities. The district will have to hand over the entire money collected from the lease to the state budget.
Under the municipal government’s instruction, Hoan Kiem District needs to transfer the centre management right to the Hoan Kiem Lake Management Board.
