The Ministry of Labour, Invalids, and Social Affairs (MoLISA) of Việt Nam and Australia’s Department of Foreign Affairs and Trade on Monday signed the first bilateral Memorandum of Understanding (MoU) under the Australian Agriculture Visa Programme.

Việt Nam’s early participation in the Australian Agriculture Visa Programme demonstrates the Morrison Government’s commitment to deepening cooperation under the Australia-Việt Nam Strategic Partnership, she noted.

This is a key initiative of the Australia-Việt Nam Enhanced Economic Engagement Strategy launched by our countries’ Prime Ministers on 1 November 2021, Marise Payne said.

The Australian Agriculture Visa programme is intended to provide a sustainable, long-term contribution to Australia’s labour supply that supports Australia’s agricultural and primary industry sectors.

Under the Australian Agriculture Visa programme, employees will be recruited to work across a range of agriculture sectors, including horticulture, dairy, wool, grains, fisheries and forestry, including support services and primary processing.

It is expected that Australia will receive about 1,000 Vietnamese agricultural labourers a year, with basic salary (excluding living expenses) from AU$3,200-4,000 a month, quite a competitive level compared to other labour markets popular among Vietnamese workers.

Can Thơ hosts traditional chamber music contest

The Cửu Long (Mekong) Delta city of Cần Thơ will organise a Tài Tử competition from April 6-14 as part of cultural activities planned to promote tourism.

The contest also aims to propagate the traditional chamber music genre that originated in southern Việt Nam around 100 years ago.

The contest is open to both professional and amateur artists from tài tử clubs, art troupes and theatres in the region. Students who love to sing tài tử are also encouraged to participate.

The participants will perform tài tử and vọng cổ (nostalgic tunes) music, the latter another traditional art form used in cải lương (reformed opera).

Participants are required to use Vietnamese traditional like the kìm (two-stringed guitar), cò (vertical violin with two strings), tranh (16-chord zither) and bầu (monochord zither), should be used.

International photo show tells pandemic, social justice stories

An exhibition of 159 award-winning works from the 2021 World Press Photo Contest has opened at the Lê Văn Tám Park in HCM City’s District 1.

The event is organised by the Consulate General of the Netherlands in HCM City as part of celebrations of 50 years of diplomatic relations with Việt Nam.

The photos reflect the winners’ interpretations and perspectives on the COVID-19 pandemic and social justice protests around the world.

They also deal with other urgent issues like the climate crisis, transgender people's rights and territorial conflicts.

The World Press Photo Contest, initiated in 1955 by a group of Dutch photographers, has become a leading contest for professional press photographers, photojournalists and documentary photographers.

Chance for scriptwriters to see their work turned into cartoons

A workshop for young animation scriptwriters and enthusiasts will take place in Đà Lạt City in the central province of Lâm Đồng this September.

Anyone who wants to be part of the scriptwriting workshop, that could lead to their creations being turned into cartoons, can submit their entries from later this week.

This annual event is organised by the Centre for Supporting Creative Writing of Literature and Arts under the Ministry of Culture, Sports and Tourism, Vietnam Cinema Association and Việt Nam Cartoon Company (VCC).

It aims to create a script source for the production plan of VCC with the animation scriptwriting workshop looking to find new ideas to be turned into cartoons.

To become part of the workshop, applicants must submit detailed scripts or outlines to traisangtackbhh@gmail.com or to the headquarters of VCC on No 7 Trần Phú Street, Hà Nội, from April 2 to May 31.

Book by architect Doan Thanh Ha released

Architect Đoàn Thanh Hà’s new book gives readers a different perspective on his projects as well as the concept “Architecture for People”.

Houses & People (Đoàn Thanh Hà: Nhà cửa & Con người) has been compiled to disseminate the concept “Architecture for People”, emphasising social responsibility among architects and introducing this issue to students of architecture.

The book tells the stories of how 25 buildings and projects have been designed and carried out by Hà.

It also includes a series of writings published in professional journals and the mass media, with comments and evaluations of leading Vietnamese experts in architectural argument and criticism, such as Professor Hoàng Đạo Kính, Architect Nguyễn Luận, Architect Nguyễn Văn Tất, Dr Architect Phó Đức Tùng and Associate Professor Khuất Tân Hưng.

It was introduced at a seminar on Sunday at the French Cultural Center (L’Espace) in Hà Nội.

COVID-19 infections on downward trajectory in Vietnam

Vietnam has passed the peak of the ongoing coronavirus outbreak with daily infections decreasing considerably during the past days.

Official data from the Ministry of Health show after peaking at more than 180,000 cases on March 13, daily infections have gradually tumbled to fewer than 100,000 for the past two days.

March 28 saw 83,376 cases detected in 62 out of 63 cities and provinces across the country, a fall of 8,453 cases compared to the previous day.

Hanoi capital that has topped localities in infection number for few weeks also recorded 9,326 cases on March 28, down nearly 1,000 cases.

Japanese publisher introduces comic series on Vietnamese football

With the support of Vietnam’s Kim Dong publishing house, Japan’s Kadokawa JSC is putting the finishing touches to the comic series “Son Goal”, the first of its kind on the topic of Vietnamese football, which will debut shortly in Japan.

The manga book collection, illustrated by Japanese artist Baba Tamio, tells the story of a Vietnamese boy named Son and his passion for football.

Son’s father is a Brazilian man who brings his family to Vietnam for work. Son then goes on to meet a group of friends and their football team develop into a strong side that enjoy many good results.

Working group of National Plastic Action Partnership makes debut

The Ministry of Natural Resources and Environment (MONRE), the World Economic Forum (WEF) and the World Wide Fund for Nature (WWF) organised a ceremony on March 28 to introduce the working group of the National Plastic Action Partnership (NPAP).

MONRE Deputy Minister Vo Tuan Nhan said the partnership is intended to help Vietnam build and implement its circular economy to cut plastic waste, and roll out economic projects and strategies.

The programme will bring together high-ranking leaders of international development organisations and credit organisations, foreign investors, economic sectors and social organisations in the working group.

Under the programme, experts and scientists will study and propose orientations and solutions to implement the circular economy and ease plastic waste pollution in Vietnam. 

Activities celebrate Vietnam Ethnic Groups’ Cultural Day

A wide variety of unique cultural activities are due to be held between April 16 and April 19 at the National Village for Ethnic Culture and Tourism on the outskirts of Hanoi in order to celebrate the Vietnam Ethnic Groups’ Cultural Day on April 19.

The event will see a forum held on ethnic culture along with a photo exhibition aimed at introducing a range of unique different cultures among various ethnic groups across the country.

Major festivals and customs of ethnic groups will be re-enacted, including the Le cap sac (maturity ritual) of the Dao ethnic people, the new rice ritual of the Jrai ethnic group, the Central Highlands region’s gong performance, and the Chol Chnam Thmay festival of the Khmer community.

Vietnam, India post sound outcomes in renovating My Son Sanctuary

A ceremony took place at the My Son World Cultural Heritage Site in the central province of Quang Nam on March 28 to celebrate the 50th founding anniversary of the Vietnam-India diplomatic relations and review five years of the two governments’ joint work to renovate the site.

During the process, Vietnamese and Indian experts discovered a monolithic lingam-yoni, which was recognised by the Prime Minister as a national treasure.

Quang Nam will continue working with the embassy to complete the project and implement other heritage conservation activities, said Tan, announcing the local authorities have agreed to extend the implementation of the My Son project by one year.

Outstanding paintings, sculptures to be displayed at "New Days" art exhibition

More than 30 outstanding artworks of eight famous Vietnamese painters and sculptors will be exhibited at the Vietnam University of Fine Art in Hanoi from April 2-8.

The exhibition, entitled "New Days", is organised by indochineart.vn (Indochine Art), a Vietnamese organisation specialising in evaluating, creating and commercialising original artworks, to celebrate the 5th anniversary of its establishment and development.

Works on display at the exhibition are created from various materials such as lacquer, oil paint, synthetic, stone, iron, stainless steel, and mica.

Vietnam Days underway in UK

The Vietnam Days in the UK 2022 began on March 28 (local time), promising to treat attendees to a series of cultural, art, sport and trade-investment promotion events, mostly in London.

Lasting through April 10, it is organised by the Embassy of Vietnam in the UK, in collaboration with organisations and enterprises of both countries, on the occasion of Queen Elizabeth II’s Platinum Jubilee.

The events focus on enhancing the bilateral cooperation in various areas, ranging from education and training, green transformation, renewable energy, fintech, startup and innovation; and promoting Vietnam as an attractive destination for tourists in the context that the country has reopened its door to international visitors.

Highlights among these are a music show, painting exhibitions, investment promotion and travel forums, and a friendly golf tournament in London. There will also be an education forum and a workshop for startup cooperation between Vietnam and the UK in Cambridge.

Soc Trang: 110 scholarships presented to needy students

As many as 110 scholarships worth 1 million VND (about 44 USD) each have been given to students from ethnic minority groups, sea and island areas and children of border guards in the Mekong Delta province of Soc Trang.

The scholarships were jointly presented by the Ho Chi Minh Communist Youth Union of Soc Trang, the Vu A Dinh Scholarship Fund and the “For beloved Hoang Sa-Truong Sa” club.

The beneficiaries are outstanding students who overcome difficulties to record excellent academic performance.

Tennis player Ly Hoang Nam finishes second at M25 Toulouse-Balma

Vietnamese tennis player Ly Hoang Nam lost two sets to French opponent Kenny De Schepper in the final clash of the M25 Toulouse-Balma in France on March 27 evening.

His defeat is not surprising as the French host player once rose to 64th in the world, and competed at many of international tennis tournaments, from Grand Slam to Masters 1,000.

The Vietnamese No1 player accepted the runner-up position and had 12 more points on the rankings. He is expected to return to the top 500 in the world next week.

Hoang Nam will soon travel to Thailand to attend two M15 Chiang Rai tournaments scheduled to take place from April 4-17, to prepare for the 31st Southeast Asian Games (SEA Games).

National policy forum on vocational training for youth to be held on March 30

A national policy forum for youth will be held on March 30 on the theme of vocational training, the organisers announced at a press briefing on March 28.

The forum is jointly organised by the National Assembly’s Committee on Culture, Education, Adolescents and Youth (CCEAY), the Ministry of Labour, Invalids and Social Affairs and the National Committee on Youth of Vietnam.

Ta Van Ha, deputy head of the CCEAY said that the event aims to improve the awareness of the young people and society about vocational training policies. It will offer an opportunity for young people to share their aspirations and recommendations relating to vocational training to meet the current period’s requirements.

Information collected at the forum will serve as reference for the CCEAY and other NA’s agencies in proposing policies on vocational training for youth to the NA and Government, he said.

Vietnam raising efficiency in handling wildlife violations

Vietnamese law enforcement agencies have rolled out stringent measures to fight wildlife trafficking, according to insiders.

In the northern border province of Lang Son, many cases were brought to trial in the past five years.

The province is the first locality to handle a case involving seahorse, which is listed in the Convention on International Trade in Endangered Species (CITES). A person sentenced to spend four years in prison for smuggling 128kg of the fish in February.

In addition, Lang Son authorities handed down the longest imprisonment term of 10 years to a person trafficking 21 dried black-shanked doucs, which is the heftiest punishment ever for wildlife trade in Vietnam.

Last year, Vietnam recorded more than 3,700 wildlife violations. They comprised of 2,594 cases in advertising illegal wildlife trade, nearly 1,000 others of captivity and over 180 of smuggling, according to the Education for Nature Vietnam (ENV).

Ha Long introduces new marine tourism products

Ha Long city in the northern province of Quang Ninh – home to UNESCO-recognised World Natural Heritage Ha Long Bay – is focusing on renewing existing products and creating new sea-based ones to attract more visitors following the full reopening of international tourism from March 15.

One of the newest is Sea Octopus cruise which can serve over 200 visitors with two large dining rooms and several private ones, offering around 100 dishes, mostly seafood.

A nightlife street will be arranged to serve dining and coastal excursions along both sides of the jetty of Ha Long International Passenger Port.

There will be 30 cruise ships selected to participate in nightlife activities from 6pm to 10pm. Visitors can enjoy food and drinks on these ships that either stop at the wharf or take tourists around the coastal area.

Sa Pa to host street carnival in April

A street carnival is set to be held in Sa Pa town in the northern mountain province of Lao Cai from April 1 to April 3 to mark the occasion of the Mau Thuong Temple Festival 2022.

The event is set to take place on the town’s main streets which will feature a variety of cultural activities. The occasion will also feature traditional dance and art performances of six ethnic groups based in Sa Pa, including the Mong, Dao, Tay, Giay, Kinh, and Xa Pho.

The major parts of the festival will be the palanquin procession and ritual offerings.

Traditional delicious food and agricultural products of Sa Pa will also be introduced to visitors on the occasion.

Pesticide guidelines released

The Plant Protection Department under the Ministry of Agriculture and Rural Development and the CropLife Việt Nam Association have released a series of videos giving instructions on how to use pesticides safely, efficiently and responsibly.

The videos aim to improve production operation, quality assurance of harvested products, and expand Vietnamese farming markets.

The Plant Protection Department, Vietnam CropLife Association wish to spread information and knowledge related to pesticides to as many people as possible. Thereby encouraging farmers to select, use, and dispose of pesticides safely, effectively and responsibly to ensure food safety while protecting the environment and biodiversity.

The videos will be posted on the websites of the Plant Protection Department and CropLife and be broadcast on VTC16.

Government to provide housing support for workers

Deputy Prime Minister Lê Minh Khái has just signed a decision on a housing rental support policy for workers.

Two groups will receive support, labourers working in enterprises and labourers returning to the labour market, at the rate of VNĐ500,000 per person each month (US$21.7) and VNĐ1,000,000 per person each month, respectively.

The decision stipulates that workers working in enterprises in industrial parks, export processing zones or key economic zones will be supported when they fully meet the following conditions: renting from February 1 to June 30, 2022; have an indefinite-term labour contract or a definite-term labour contract of one month or commencing before April 1; participating in compulsory social insurance.

‘Castrated’ man detained for raping underage stepdaughter

Police in Yên Châu District, Sơn La Province, have arrested and launched legal proceedings against a 29-year-old man named Nguyễn Văn H. for raping his 15-year-old stepdaughter.

His wife is H.T.N, 36, who has a daughter whose name was given as only H.T.R.L. to protect her identity, from the previous marriage.

Back in August 2020, H. created a fake Facebook account named “Hoàng Long” to flirt with the girl.

After talking for some time, he asked L. to take photos and videos of her private parts and send through the Hoàng Long account, then he used the sensitive material to ‘blackmail’ her into having sex with him, threatening to release the videos and images onto social media.

From August 26, 2020, to March 19, 2022, he has repeatedly used the tactic to sexually abuse L. when his wife was not at home.

His wife began to notice that she frequently found her cash missing so on the morning of March 19, she installed a camera on the bed top.

In the afternoon of the same day, she took out the memory card from the camera and saw her husband having sex with her daughter in their bed.

She questioned her daughter who told her the act had been going for the past two to three years but she was too afraid to tell her mother as he threatened to kill both of them if she lets the secret out.

Later that night, “overwhelmed with anger” N. used a knife to cut off her husband’s genitalia and then went to the police to confess while he was taken to emergency care at Sơn La General Hospital, according to the police.

After surgery was carried out and he was discharged from hospital, Yên Châu District’s police immediately arrested him and began an investigation. The police said they were also reviewing N.’s case. The two reportedly had two children together in this marriage.

Multi-level road section opens for traffic in Da Nang

The central city of Đà Nẵng officially put a multi-level road section into operation after two years of construction, easing congestion between Đà Nẵng International Airport and a beach tourism sites in Sơn Trà and Ngũ Hành Sơn districts.

The project, which included a flyover, a tunnel and ground traffic at the busy junction west of the Trần Thị Lý Bridge with a total investment of VNĐ723 billion ($31 million), has added a third traffic tunnel, after a tunnel at West Hàn River bank intersection and another at the junction of Điện Biên Phủ, Nguyễn Tri Phương and Lê Độ streets.

The tunnels are part of the 2014 sustainable transport master plan.

Hanoi launches many new tourism products

Hanoi’s tourism sector has launched many new products to attract visitors after being reopened.

On March 25-27, the capital held the first air balloon festival, offering visitors a chance to see Hanoi from above.

Amica Travel Company is organising a cycling tour inside the city. Some other tours, including a walking tour to enjoy the French architectural style in Hanoi and a tour to explore Hoa Loa Prison Relic, are also being held.

Many other tours to Hanoi’s suburbs are also being boosted. Nguyen Dang Thao, head of the Duong Lam Ancient Village’s management board in Son Tay Town, said that the board will build night and early morning tours for visitors to explore the lives of local residents.

In Ba Vi District, a range of tourism events will take place in April, including Muong-Dao ethnic minority group markets and an air balloon festival at Ba Vi National Park. Tourists can enjoy local special dishes as well as take part in agricultural activities such as growing grapefruits and tea.

In Gia Lam District, trips to Bat Trang Pottery Village have been reformed with more roads to be decorated with paintings and night markets to be held.

Construction of bridge spanning Hau River begins

Construction of Chau Doc bridge which connects Kien Giang province’s Chau Doc city and Dong Thap province’s Tan Chau town started on March 28.

The bridge, which crosses the Hau River, is 667m in length and 14m in wide. It has a designed capacity of 60 kilometres per hour and is estimated to cost 534 billion VND (23.4 million USD).

The bridge, which is expected to be put into operation in 2024, is part of a regional linkage project with a total investment of more than 2.1 trillion VND (93 million USD).

Exhibition displays Hue royal antiques in Hanoi

An exhibition showcasing Hue royal antiques opened at Cultural Friendship Palace in the capital city of Hanoi on March 26.

The event is jointly organised by Hue Royal Antique Collectors Association and Thanh Ngoc Antique Co. Ltd, aims to help the public have better understanding of Hue royal culture – the unique cultural identity of a dynasty which were associated with ups and downs of the nation’s history.

The exhibition introduces over 200 objects, including ceramic products dating back to Nguyen Dynasty through the reign of Kings Gia Long, Minh Mang, Thieu Tri, Tu Duc and Bao Dai.

In addition to ceramic artifacts, it also showcases a number of royal embroidery paintings made by Vietnamese craftsmen as well as utensils for princes and princesses. The exhibition will close on March 27.

An Giang breaks ground on Chau Doc bridge

The An Giang government today, March 28, broke ground on the Chau Doc bridge project linking Chau Doc City and Tan Chau Town, with a total investment of over VND534 billion.

The construction of the 667-meter-long bridge across the Hau River plus a 3.5-kilometer approach road is part of a 21-kilometer route to improve regional connectivity in the Mekong Delta region. The route, with a total cost of over VND2.1 trillion, will be executed in the 2021-2024 period, helping connect An Giang Province with Kien Giang and Dong Thap provinces.

The bridge project, whose investor is the provincial management board of traffic and agricultural construction and investment projects, will take 33 months to develop.

Nghe An gets nod for road upgrade project

The Transport Ministry has approved a plan to upgrade a National Highway 7 section passing through Nghe An Province and handle flood-induced ground slumps facing the Khe Thoi-Nam Can section in this north-central province.

The national highway section in need of upgrade starts from Dien Chau Town and ends at Do Luong Town. After its upgrade, the route will allow vehicles to travel at a maximum speed of 80 kilometers per hour.

For sections passing through urban areas, the speed limit will be 60 kilometers per hour. Under the upgrade project, seven bridges will be built.

The project requires over VND1.3 trillion in investment backed by the State budget in the midterm public investment plan during the 2021-2025 period.

HCMC makes effort in looking after children orphaned by Covid-19 epidemic

As of the beginning of February 2022, the pandemic has left almost 2,200 children orphaned. Of them, approximately 39 children have lost both parents to Covid while 78 others have lost primary caregivers and more than 2,000 lost their fathers or mothers in the fourth wave of the coronavirus pandemic in 2021.

In 2021, in addition to the country’s care policy towards orphans and children in difficult circumstances due to the coronavirus pandemic, the southern metropolis had also looked after these special children.

Specifically, people in the country have contributed more than VND17.3 billion (US$ 759,833) to the fund for taking care of Covid-19 orphans and children residing in social sponsoring establishments and districts with a large number of migrant workers. Thus, each child receives an average of VND5 million-VND6 million while orphans who lost parents receive VND8 million- VND9 million.

Binh Phuoc forest rangers build water reservoirs to protect gaur herds

The leader of the Forest Protection Department of Dong Phu District in Binh Phuoc Province, on March 28, informed that the department had been promoting propaganda and encouraging people not to go into the forest to hunt animals and trap gaurs.

At the same time, it has carried out measures to protect the gaur herds, such as sprinkling salt at some places where the gaur herds often pass by to increase the mineral content, contributing to improving the resistance of the gaur herd, and building small water reservoirs in the forest to create the source of drinking water for gaurs.

Currently, there are two herds of gaurs of about 20-25 individuals living in natural forests in Tan Hoa and Tan Loi communes, managed by the Forest Protection Department of Dong Phu District. This is a rare bovine species in the Red Book that needs to be strictly preserved. 

South forecast to enter rainy season in mid-April

The National Center for Hydrology Meteorology Forecasting reported that the Southern region may experience more consecutive rain spells in this year’s dry season as the weather condition in the region is dominated by the cool La Nina phase.

The Southern region is forecast to enter the rainy season in mid-April, earlier than every year.

From March 30 to April 7, the Southern region will experience sunny days along with thundery showers at nighttime.

In recent days, the ultraviolet (UV) index in Ho Chi Minh City, Can Tho and Ca Mau reached very high at 8-10, being high risk of harm from unprotected sun exposure. From March 29, it is forecast that three localities will continue to suffer from moderate-to-very high UV radiation levels of 6-10.

MoT to implement 140 ETC lanes at 5 expressways in third quarter

The Ministry of Transport (MoT) yesterday said that the agency had reported to the Prime Minister on the implementation progress of Electronic Tolling Collection (ETC) at the expressway projects managed by Vietnam Expressway Development Investment Corporation (VEC), including Cau Gie – Ninh Binh, Noi Bai – Lao Cai, Da Nang – Quang Ngai, Ben Luc – Long Thanh and HCMC – Long Thanh – Dau Giay.

According to the calculation of VEC, the five expressway projects need the investment of 140 ETC lanes. Currently, VEC is preparing procedures on planning, technical requirement and calling for tenders.

It is expected that the calling for tenders will be finished in the second quarter of 2022 and the installation and system operation shall be performed in the third quarter of this year. 

HCMC to implement criteria for building happy family

The People’s Committees of 21 districts and Thu Duc City, departments and agencies have just been deployed the “Study on building criteria of evaluating happy families in Ho Chi Minh City from 2021 through 2030” plan by the Municipal People’s Committee.

The agencies will concentrate on propagandizing the basic information on implementing the criteria for residents, worker’s accommodations, employees in the industrial parks, export processing zones, public officers, officials, employees of the department, political and social organizations, especially building the gender equality, taking care of and protecting children, the elderly and other issues related to the family.

Hanoi spends US$87.5 million for post-pandemic production

Local authorities will ensure the right spending and purposes, avoiding overlapping with other support programs.

Hanoi will this year provide loans worth nearly VND2 trillion (US$87.5 million) for local people and businesses, helping them restore their production and counter the impacts of the Covid-19 pandemic.

The beneficiaries include the poor, social policy families, small and medium enterprises, cooperatives, and home businesses.

The above-mentioned loan will be funded via the Hanoi branch of the Bank for Social Policies, meanwhile, the people's committees of districts will ensure the right spending and purposes, avoiding overlapping with other support programs.

Earlier, Hungary freed up and sold 400,000 doses of the AstraZeneca vaccine to Viet Nam before donating another 100,000 doses to the country.

In total, Hungary has so far donated close to 5 million vaccine doses to 18 countries, Szijjártó added.
