According to the Organizing Committee, the delegate composition includes 163 ex officio delegates (10.28%), 353 elected delegates (22.25%), and 1,070 designated delegates (67.47%).

Among the participants, 1,285 are male (81.02%) and 301 are female (18.98%). A total of 167 delegates belong to ethnic minority groups, accounting for 10.53% of the total.
The Congress also features the attendance of one Hero of the People's Armed Forces, 10 Distinguished Teachers, 10 People's or Distinguished Physicians, and three People's or Distinguished Artists.
Wide representation and special guests
Joining the official delegates are 205 invited guests from within the country. These include 128 former leaders of the Party, the State, the Vietnam Fatherland Front, and Central Committee members (both official and alternate) from the 5th to 8th Party Central Committees.
Sixteen current officials from the Central Inspection Committee who are not Central Committee members, along with 41 deputy heads of Central Party bodies, secretaries, deputy secretaries, chairpersons of provincial People’s Councils and People’s Committees, and leaders of Party committees set to retire early or on schedule due to restructuring in 2025, also join as observers.
Twenty representatives from various sectors were also invited, including Heroic Vietnamese Mothers, intellectuals, religious leaders, artists, and outstanding youth figures.
In addition, 111 ambassadors, chargés d’affaires, and chiefs of foreign diplomatic missions and international organizations in Vietnam attended the Congress, reflecting the international community’s interest and support for the country's political trajectory.
Key addresses and program highlights

The opening session was chaired by Politburo member and Prime Minister Pham Minh Chinh, who represented the Presidium. Politburo member and State President Luong Cuong delivered the opening address.
General Secretary To Lam presented the Central Committee’s report on the draft documents submitted to the 14th Congress.
On behalf of the Secretariat, Bui Thi Quynh Van, a Central Committee member and Deputy Head of the Party Central Organizing Commission, announced the first round of congratulatory letters and messages received from abroad - totaling 559 messages from 109 political parties, 6 international and regional organizations, 16 individuals, 122 people’s organizations, and 306 Vietnamese associations overseas.
In his remarks, Prime Minister Pham Minh Chinh expressed sincere gratitude for the warm sentiments, support, and cooperation extended by international political parties, organizations, and friends to the Communist Party of Vietnam and the Vietnamese people.
He reaffirmed that the Party remains committed to its foreign policy of independence, self-reliance, peace, and cooperation, deepening friendships with other countries, parties, and global partners to contribute to peace, national independence, democracy, and social progress worldwide.
Politburo Standing Member and Head of the Party Central Inspection Commission, Tran Cam Tu, later delivered a report reviewing the leadership and direction of the 13th Party Central Committee.
In the afternoon, delegates convened in discussion groups to deliberate on the Congress documents.
