This morning, at the 14th National Party Congress, Standing Member of the Party Secretariat Tran Cam Tu delivered the review report on the leadership and direction of the 13th Central Committee of the Communist Party.
For the first time, 100% of provincial Party secretaries and chairpersons are not local natives

In the leadership review, the Standing Member of the Secretariat stated that the Party Central Committee, the Politburo, and the Secretariat - under the leadership of the General Secretary - have strongly renewed their thinking and actions, and have decisively and comprehensively implemented a series of major guidelines and policies.
According to the Standing Member of the Secretariat, the organizational streamlining reform has effectively reshaped the overall structure of the political system. At the same time, breakthroughs in science, technology, innovation, and digital transformation have been vigorously promoted - closely tied to a renewed approach in national governance, aimed at development that serves the people.
The Party Central Committee, the Politburo, and the Secretariat have promptly issued numerous important and strategic resolutions, focusing on 10 core priorities within the socio-economic development strategy for the 2021–2030 period.
Additionally, they have led and directed the implementation of three strategic breakthroughs, accelerated scientific and technological advancement, fostered innovation, promoted digital transformation, education and training, public health care, and major policies on the development of the private economy, the state economy, nuclear energy, and Vietnamese culture.
Regarding leadership in national defense, security, foreign affairs, and international integration, Tran Cam Tu noted that multiple key resolutions, conclusions, and directives have been issued - most notably on strategic autonomy in defense, security, and foreign policy; the safeguarding of national sovereignty, border and territorial integrity, national security, political stability, and public order.
The People's Army and the People’s Public Security forces have been built into revolutionary, regular, elite units, with gradual modernization. Several branches have moved directly toward full modernization, and the restructuring of the military and police forces into more streamlined and capable institutions has been largely completed.
Cooperation with other countries and international partners has been expanded, elevated, and deepened in a sustainable manner, contributing to a robust foreign affairs landscape and enhancing Vietnam’s global image, reputation, and standing.
Regarding the leadership and direction of Party building and rectification, as well as the development of the political system, the Party Central Committee, the Politburo, and the Secretariat have focused on driving a bold and comprehensive renewal of Party building efforts.
They have taken strong action to prevent and reverse ideological, ethical, and lifestyle degradation, as well as signs of “self-evolution” and “self-transformation” within the Party.
In particular, the work of instilling values such as thrift, integrity, righteousness, and impartiality - along with reinforcing revolutionary ethics and a spirit of public service - has been strengthened. Anti-corruption, anti-waste, and anti-negativity efforts have continued to be advanced.
Notably, for the first time ever, the Standing Member of the Secretariat reported that 100% of provincial Party secretaries and chairpersons of People's Committees - as well as some key leadership positions - are now held by officials who are not natives of the localities they serve.

Alongside this, agencies and levels of government have promptly reviewed and reorganized grassroots Party structures, while also reforming the content and format of Party cell and committee activities.
Inspection and supervision work has been carried out rigorously. Many long-standing, complex, and high-profile cases of public concern have been thoroughly investigated and resolved.
Newly emerging issues have been detected, examined, and addressed in a timely manner. Regular oversight has been intensified to ensure that all Party resolutions are implemented seriously, promptly, and effectively.
The Party Central Committee, the Politburo, and the Secretariat have maintained unity and discipline, strictly adhering to the Party's Political Platform, Charter, and guidelines, as well as the laws of the State.
All matters with differing opinions have been discussed democratically, openly, carefully, and thoroughly before any decisions were made.
He emphasized that the majority of members of the Party Central Committee, the Politburo, and the Secretariat have consistently cultivated themselves, strengthened their political will and revolutionary ethics, and led by example both in their work and personal lives.
They have seriously engaged in self-reflection, self-correction, self-criticism and mutual criticism, while upholding discipline and order.
Particularly, the General Secretary has served as the core of leadership and the center of unity - an embodiment of ethics, courage, and wisdom within the Party. He has been a model figure who inspires cohesion, confidence, and the mobilization of the collective strength of the entire Party, the political system, and the nation as a whole.
In summarizing the strengths, the Standing Member of the Secretariat affirmed that the Party Central Committee, the Politburo, and the Secretariat - under the leadership of the General Secretary - have continuously renewed their thinking, leadership methods, and approaches. They have stayed aligned with the Party’s line, working regulations, and the realities on the ground.
They have proactively seized opportunities and successfully organized the implementation of the 13th Party Congress’s Resolution, achieving many important and comprehensive results.
Alongside that, the implementation of key socio-economic development tasks has involved numerous strategic, breakthrough policy decisions. Macroeconomic stability has been maintained, inflation brought under control, and the capacity, scale, and competitiveness of the economy have continued to grow. Per capita income has surpassed the targets set by the 13th Congress.
The Party Central Committee, the Politburo, and the Secretariat - led by the General Secretary - have remained the nucleus of leadership, consistently showing resolve, intelligence, and adherence to principles. They have acted calmly, wisely, and decisively, introducing timely and appropriate policies in line with real-world developments, always safeguarding the highest interests of the country and the people.
Senior officials lacking in self-discipline and integrity

However, the Standing Member of the Secretariat also pointed out shortcomings and limitations in leadership - specifically in translating some Party guidelines and resolutions into concrete policies and effective implementation.
Among them, there have been cases involving Central-level officials - including some senior and key leaders - who have failed to maintain self-discipline and personal integrity.
These individuals lacked steadfastness, failed to lead by example in their work and personal conduct, and showed signs of political, moral, and lifestyle degradation. Some violated Party rules and state laws, causing discontent within the Party and society, and damaging the Party’s credibility and combat strength.
“The Party Central Committee, the Politburo, and the Secretariat earnestly acknowledge and self-criticize before the Congress, the entire Party, and the people for the above-mentioned limitations and shortcomings,” the Standing Member of the Secretariat stated.
The Standing Member of the Secretariat stated that the Party Central Committee, the Politburo, and the Secretariat have closely followed the strategic orientation for the country’s development in the coming period.
They have inherited and built upon past lessons and focused their leadership and direction on advancing Party building and rectification - so that the Party truly becomes, in his words, “a model of ethics and civilization.”
He stressed the need to firmly uphold principles, discipline, and unity within the Party, while promoting a strong sense of responsibility and exemplary conduct from every member of the Central Committee and all levels of leadership and management.
He also emphasized the importance of prioritizing the training and capacity-building of the cadre system - especially at the grassroots level - while accelerating decentralization and delegation of authority, coupled with strengthened inspection, supervision, and checks on power.
“All Party and State policies must genuinely originate from the needs, aspirations, and legitimate interests of the people; the happiness and satisfaction of the people must be the ultimate measure and standard of our efforts,” Tran Cam Tu underscored.
