Among the 200 members elected to Vietnam’s 14th Central Committee, 16 pairs of provincial and municipal Party Secretaries and People’s Committee Chairmen have secured seats - marking a notable shift in local political representation at the national level.

A key feature distinguishing the 14th Congress from previous terms is that, in many localities, both the Party Secretary, the People’s Committee Chairman, and in some cases the People’s Council Chairman, are now members of the Central Committee.
According to the breakdown of the newly elected members, 23 provinces and cities now have two or more senior local officials who are either official or alternate members of the 14th Central Committee.

Cao Thi Hoa An – Standing Deputy Secretary of Dak Lak Province Party Committee, Chair of the Provincial People’s Council
Ton Ngoc Hanh – Standing Deputy Secretary of Dong Nai Province Party Committee, Chair of the Provincial People’s Council
Nguyen Manh Hung – Standing Deputy Secretary of Tay Ninh Province Party Committee, Chair of the Provincial People’s Council
Vo Van Minh – Deputy Secretary of Ho Chi Minh City Party Committee, Chair of the Municipal People’s Council
Dong Van Thanh – Standing Deputy Secretary of Can Tho City Party Committee, Chair of the Municipal People’s Council
Nguyen Minh Dung – Deputy Secretary of Vinh Long Province Party Committee, Chair of the Provincial People’s Council (alternate member)
Beyond the 34 provincial Party Secretaries elected to the Committee, the local delegation includes 16 provincial and municipal chairmen, 6 people’s council chairpersons, 2 provincial-level Vietnam Fatherland Front chairmen, and 1 vice chairman.
Ho Chi Minh City leads the list with six Central Committee members, including both official and alternate ones. Among them, one is a Politburo member: City Party Secretary Tran Luu Quang. The other five include People’s Committee Chairman Nguyen Van Duoc, Standing Deputy Secretary Le Quoc Phong, People’s Council Chairman Vo Van Minh, Fatherland Front Chairman Nguyen Phuoc Loc, and Vice Chairman Nguyen Manh Cuong (alternate member).
Six other provinces and cities - Hanoi, Thanh Hoa, Quang Ngai, Vinh Long, Khanh Hoa, and Dak Lak - each have three senior officials elected to the Central Committee.

The 14th Congress marks a milestone with 16 tandem leadership pairs - Party Secretary and People’s Committee Chairman - from the following provinces and cities elected as Central Committee members:
Hanoi, Ho Chi Minh City, Thanh Hoa, Da Nang, Hai Phong, Quang Ngai, An Giang, Lam Dong, Hung Yen, Khanh Hoa, Thua Thien Hue, Gia Lai, Ninh Binh, Thai Nguyen, Phu Tho, and Cao Bang.

Nguyen Hoai Anh (Thanh Hoa), Ho Van Mung (An Giang), and Vuong Quoc Tuan (Thai Nguyen) – previously alternate members in the 13th term
The remaining 11 are first-time members of the Central Committee.
A notable shift in this term is the generational change in local leadership. Among the 16 provincial chairpersons elected, 13 were born in the 1970s, with only two from the 1960s and one from the 1980s.
The oldest is Nguyen Van Duoc, Chairman of Ho Chi Minh City (born 1968).
The youngest is Le Hai Hoa, Chairman of Cao Bang Province (born 1980, alternate member).
The new provincial chairpersons are also marked by high educational qualifications, with many holding doctorates in economics, business administration, law, social sciences, environment, or high-tech agriculture. Others have master's degrees and multiple university diplomas in fields like public administration, foreign languages, and party-state governance.
