On December 2, the Ministry of Justice and the General Department of Civil Judgment Enforcement held a conference to implement targets and tasks for civil and administrative judgment enforcement in 2025.

Speaking at the event, Minister Nguyen Hai Ninh affirmed that, based on reports and discussions, the General Department of Civil Judgment Enforcement system achieved all targets and tasks assigned by the National Assembly, the Government, and the Party's Personnel Affairs Committee in 2024. Asset recovery from corruption, economic crimes, and banking-related cases reached unprecedented levels.

The General Department of Civil Judgment Enforcement agencies have increasingly recognized the importance of enforcing judgments in economic and corruption cases. Efforts to streamline organizational structures and improve efficiency are being actively implemented under central government directives.

Despite these successes, Minister Nguyen Hai Ninh acknowledged persistent challenges:

The resolution rate for judgments in banking-related cases remains low.

Administrative judgments continue to experience low resolution rates, with increasing backlogs.

Some local General Department of Civil Judgment Enforcement leaders and units within the General Department have not fully exercised leadership accountability or shown innovation in fulfilling assigned tasks.

The application of information technology and digital transformation has not met expectations.

2024 key results in civil and administrative judgment enforcement

Caseloads:

Total cases: 1,021,783
Cases eligible for enforcement: 739,974
Cases resolved: 620,657 (83.88%, up 0.62% from 2023).

Monetary judgments:

Total amount to be enforced: Over 494,893 billion VND

Amount recovered: Over 116,531 billion VND (51.84%, up 5.06% from 2023).

Debt Recovery for Financial Institutions:

Resolved: 6,252 cases

Total recovered: Over 30,544 billion VND

Asset Recovery in Corruption and Economic Crimes:

Resolved: 9,211 cases

Total recovered: Over 22,177 billion VND

Priorities for 2025

To ensure effective civil and administrative judgment enforcement in 2025, Minister Nguyen Hai Ninh emphasized the following:

Organizational Restructuring: Agencies must review and propose measures to streamline operations under Resolution 18 of the Party Central Committee, focusing on reducing staff size while improving the quality of personnel. The restructuring process must ensure seamless operation of political systems without gaps in service or oversight.

Enhanced Enforcement: Agencies should prioritize cases monitored by the Central Steering Committee on Anti-Corruption and Anti-Waste. Special attention is needed for high-value cases, those involving multiple parties, or cases of significant public interest, including those with international elements.

Technology and Innovation: Strengthen the application of information technology and accelerate digital transformation to enhance enforcement efficiency.

Minister Ninh called for unified efforts, high political determination, and the courage and sacrifice of officials and party members to achieve these goals.
