There are 204 domestic social networks in operation in the fields of music, sport, science and technology, health, medical, lotteries, cinema, wedding services, and food, according to the Department of Broadcasting and Electronic Information under the Ministry of Information and Communications (MIC).

The ministry is implementing an innovation management mechanism on electronic information and social networks and has approved legal documents such as Decree No. 72 and Circulars No. 09 and No. 24 in recent years. It has also submitted a draft to the government on amending and supplementing Decree No. 72/2013 to strengthen management.

For electronic information sites and social networks such as Facebook and YouTube, the ministry has approved a circular on managing public service content across all borders. The aim is to prevent toxic information while not restricting legitimate freedom of speech, business cooperation, and personal exchanges.

In recent meetings, Minister of Information and Communications Truong Anh Tuan has also called for better handling of electronic information issues in social networks such as Facebook. While there still aren’t any effective solutions specific to Facebook’s issues, the ministry has begun focusing on managing spokesperson behavior, information sharing and the purpose of information sharing, to prevent information sharing violating laws in delivering libelous or inaccurate reports aimed at inciting people to participate in illegal demonstrations. 

For information content services on mobiles, the ministry requires responsibility from telecom operators in closely monitoring content service providers and will preserve the rights and interests of their users by revising and supplementing relevant legal documents. The ministry is currently reviewing and amending Circular No. 17/2016 and Circular No. 25/2015.
