According to MHA, one of the newest and most important items of the 2022 surveys is measuring people’s feelings about services of state agencies, instead of people’s satisfaction about all public services as was done in previous years.
The measurement will based on the information people see through information channels, or through their experience, supervision and assessments.
The design of the questionnaire and the way of selecting samples in 2022 differ from that of previous years.
Pham Minh Hung, director of the Administrative Reform Department under MHA, said that measurement of people and organizations’ satisfaction of services offered by state agencies is significant because it is one of the important information channels of government management, especially in public administration reform.
“Through this survey, people can promote their abilities in contributing to the local administrative apparatus," said Hung.
Instead of questioning and collecting opinions directly from people at state agencies and receiving results from agencies as in previous years, the survey this year targets a wider range of people – the people at the grassroots level.
The questionnaire was re-designed to become more comprehensive with direct relations with people.
This includes questions about people’s opinions about local socio-economic policies and policies related to public services.
The selection of samples complies with scientific sampling methods, at random, and according to the characteristics of the administrative units. This ensures representation as well as the number and structure of the samples.
The distribution of ballots and ballot collection ensures objectivity.
Hung said that answering the questions is voluntary. People are free to express their views and opinions about services by administrative agencies in their localities.
After receiving the questionnaire, people will have 1-2 days to think and exchange views before they submit their answers.
