Da Nang tries to attract talents



By May, 93 people had quit Program 922 for “talents”, while 40 had resigned from their posts because of bad health or family reunion. 

Some said they wanted to look for other jobs. Forty-seven individuals were found violating contracts signed with municipal authorities, mostly because they could not obtain training results as requested.

According to Duong Thuy Hang from the Da Nang Department of Internal Affairs, four trainees of Program 922 have resigned at the planning and investment department, and three of them had to reimburse training costs as they had not worked there for seven years as required.

To date, the local authorities have has filed lawsuits against 32 individuals. Eight of them are in the hearing process at the People's Courts at different levels, 10 cases are in the execution phase, and three  have completed the reimbursement after the hearing of the first instance. 

The department said that it gave them jobs that fit their majors and knowledge, but they want jobs more suited to their inclination. Four other civil servants invited under the plan on attracting talents also have resigned.

Da Nang is the first locality in the country running training programs to develop high-quality human resources for the city’s state agencies. Capable individuals attend training courses, in Vietnam and overseas, with funds from the local budget and have to promise to work for state agencies in Da Nang for certain periods before they are allowed to leave for other jobs.

As of April 18, 2018, the city had sent 647 people to training courses under Program 922 which aims to produce 100 masters and PhDs. At least 460 individuals have finished the training courses and been given jobs.

However, many individuals did not return to office to implement their commitments after finishing the training courses. Some others stayed abroad and did not intend to return to Vietnam.

Da Nang has had to sue the individuals for damages. To date, the local authorities have has filed lawsuits against 32 individuals. Eight of them are in the hearing process at the People's Courts at different levels, 10 cases are in the execution phase, and three  have completed the reimbursement after the hearing of the first instance. 

Da Nang withdrew the petition in 11 cases as the people involved had completed the reimbursement after the case went to trial.

Vo Kim Son, former Dean of State and Personnel Management of the National Academy of Public Administration, commented that there are many programs that aim to ‘produce talents’, but it’s not clear what ‘talents’ means. 

As a result, individuals who have good relations with VIPs also attend the training courses to become ‘talents’.
