The Highway Patrol Unit No. 1 under the Traffic Police Department (C08) has issued fines totaling VND207 million (approximately US$8,400) against a driver and vehicle owner for carrying 83 passengers on a 45-seat bus.

According to unit leaders, the violation was discovered after officers received a tip via Zalo. The patrol team stopped the bus, license plate 23C-045.XX, at the Noi Bai–Lao Cai expressway toll station in Hanoi.

The driver, Ly Van D. (born 1986, from Tuyen Quang Province), was operating the Tuyen Quang–Bac Ninh route. Police found 83 passengers aboard-38 more than legally permitted.

For driving a long-distance passenger vehicle exceeding capacity, the driver was fined VND57 million (about US$2,300) and had four demerit points deducted from his license.

Meanwhile, the vehicle owner, TP2 Service and Trade Cooperative (based in Ha Giang 2 Ward, Tuyen Quang), was fined VND150 million (around US$6,100) for allowing an employee to commit the offense, under Clause 4, Article 20 of Decree 168/2024/ND-CP. The cooperative also lost its fixed-route transport permit for two months.

The combined penalty for both driver and owner amounted to VND207 million. Police required the cooperative to arrange another bus to carry the excess passengers safely.

A police spokesperson said citizens can report cases of passenger overloading or ticket overcharging to the Traffic Police Department’s hotline or through applications such as VNeTraffic and VNeID for prompt handling.
