The Asian Development Bank (ADB) and the World Bank (WB) have decided to use the Vietnam National E-Procurement System (VNEPS) to implement online bidding for bidding packages that are widely competitive in the field of construction and goods under projects funded by the two international organisations in Vietnam.

Through the active coordination between the Public Procurement Agency, under the Ministry of Planning and Investment, and the two multilateral development banks, modules for the online bidding of construction and procurement packages of goods in the form of national competitive bidding (NCB) in projects funded by the two banks has been successfully built and integrated into the VNEPS from January 1.
In the first phase, the banks and related agencies are expected to carry out online bidding for 15 bidding packages totalling more than US$71 million. Detailed information on the online bidding packages is posted fully and regularly at http://muasamcong.mpi.gov.vn.
Bidding notices for online bidding packages will also be posted on VNEPS. When conducting online bidding, bidding documents are posted and available to download for free on VNEPS and the contractors will make and submit bids completely online.
Contractors are suggested to learn about the VNEPS System and online bidding process. The Online Bidding Manual for domestic procurement and construction bidding packages for projects financed by ADB/WB, the Manual on Online Procurement Systems for Bidding and other related documents are available on the website http://muasamcong.mpi.gov.vn.
The Public Procurement Agency, under the Ministry of Planning and Investment, ADB and WB plan to hold an online bidding module introduction for NCB procurement and procurement packages in projects funded by ADB/WB via webex (online) on March 26.
The National E-Procurement Centre also regularly organises practical training courses using VNEPS and online bidding modules for construction and procurement packages in the form of NCB in the projects funded by ADB/WB on demand.
